The Investment Secretariat of the City of Belgrade has issued a public procurement notice for construction work on a flagpole bearing the flag of the Republic of Serbia, along with landscaping and ground development in New Belgrade.

The estimated value of the project is 365 million dinars (around €3.12 million), eKapija reports.

The project envisages the complete reconstruction and landscaping of cadastral plot 1026/6, cadastral municipality of Novi Beograd, covering an area of 5,541 square meters within the public-use riverside zone along the Sava and Danube rivers, in the “Friendship Park” area at Ušće.

The main feature of the future complex will be an 80-meter-high, modular, prefabricated steel flagpole. The structure tapers from a base diameter of 1,500 millimeters to a diameter of 390 millimeters at the top. To ensure high resistance to weather conditions and corrosion, a specialized protective system with a total thickness of 300 nanometers and a white topcoat is planned.

The flag of the Republic of Serbia will fly at the very top of the pole. The primary flag dimensions will be 13.33 by 20 meters, while the technical specifications allow for a maximum size of 17.6 by 26.4 meters. The system will be fully automated, equipped with an electric motor drive for raising and lowering the flag, a rotating head that aligns the flag with the wind direction, electrical installations for decorative lighting, and dedicated aviation warning lights to mark obstacles to air traffic.

According to the project, the open spaces outside the roadways will form an enclosed, modernly designed plaza. More than 50 percent of the total site area will remain green, with existing mature trees preserved and strictly protected, alongside plans to plant new native trees and greenery suited to local conditions.

A curved pedestrian path will run through the central part of the plot from north to south, dynamically widening and narrowing along its route. The paths will be paved with gray granite slabs in two shades.

In the central section, undulating reinforced-concrete retaining walls will create elevated green terraces and planters. Cantilevered wooden benches, approximately 128 meters in total length, will be integrated along these walls.

A large circular fountain will be built at the southern entrance to the plaza, measuring five meters in diameter, with a water depth of approximately 50 centimeters. The fountain’s side wall will also be clad in wooden slats and will serve as a continuous bench around its entire circumference.

A spiral-shaped sculpture, between three and four meters tall and made of high-quality stainless steel, is planned for installation inside the fountain basin. The spiral structure tapers visually toward the top and is designed so that, from the pedestrian area, it symbolically frames and encompasses the massive flagpole in the background.

To accommodate organized visits, a dedicated parking area will be built along the western and part of the northern boundary of the plot. It will have capacity for 12 buses and four passenger cars.

The complex will be equipped with a new water supply network, with separate water meters for irrigation and the fountain, a sewage system to drain the fountain, and a stormwater drainage system for the parking area connected through an oil separator.

Power for the electrical equipment and new park lighting will be supplied through a new freestanding electrical metering cabinet located in the northern part of the site.

According to the documentation, the future contractor may carry out the work in phases, beginning with the flagpole structure itself, followed by the landscaping and fountain, and finally the construction of the parking spaces.

The building permit for the project (number ROP-MSGI-18368-CPIH-3/2026) was issued on September 23, 2026, eKapija reports.
