The student movement announced that there is public speculation that among the 49 people pardoned or granted amnesty by former President Aleksandar Vučić shortly before submitting his resignation are former minister Goran Vesić, caretaker Culture Minister Nikola Selaković and former State Secretary at the Ministry of Internal Affairs Dijana Hrkalović.

On the blokade.org website, they stated that almost two weeks had passed since the act, yet the names of 26 of those pardoned were still unknown to the public.

The statement says that Vesić’s name has been mentioned in connection with proceedings over the collapse of the canopy at the railway station in Novi Sad, Selaković’s in the “General Staff” case, and Hrkalović’s in connection with proceedings brought against her for trading in influence.

The authors of the statement note that a possible exemption from criminal prosecution for offenses covered by the pardons could lead to proceedings being discontinued without a final court ruling on guilt. They therefore called for the immediate publication of all 49 names, the pardon decisions and the accompanying documentation.

They also pointed out that the Ministry of Justice had stated that it had not participated in the pardon process and would not be involved in implementing the decision, even though the Law on Pardons assigns it a role in the procedure.

The Higher Court in Belgrade and the Prosecutor’s Office for Organized Crime reportedly announced in early October that they had not received pardon decisions in the cases they are handling.

The statement also raises questions about the status of students and citizens facing proceedings following protests, calling for the same rules to be applied to all suspects and defendants.
