Acting on the order of the Special Anti-Corruption Department of the Higher Public Prosecutor’s Office in Belgrade, members of the Internal Control Sector of Serbia’s Ministry of Interior arrested four officers of Intervention Unit 92 of the Duty Service of the Belgrade Police Directorate, as well as the manager of the hospitality venue “Steak and Wine Bar,” on suspicion of committing various criminal offenses following an incident involving the use of a firearm in the presence of numerous guests at the establishment on November 5, 2025, prosecutors announced.
According to the statement, the commander of Intervention Unit 92, Dušan Ninković, and the unit’s deputy commander, J.S., were arrested on suspicion of committing the criminal offense of influence peddling as co-perpetrators.
“Team leaders of the intervention teams within the aforementioned unit, N.S. and N.K., were arrested on suspicion of committing one count each of abuse of official position, while D.Ž., the manager of the hospitality venue, was arrested on suspicion of failing to report a criminal offense and its perpetrator, as well as assisting an offender after the commission of a criminal act,” the prosecution stated.
The suspects have been detained for up to 48 hours and will be brought in for questioning within that period.
Prosecutors added that S.V., who is already in custody in another case in which he is charged with aggravated murder, has also been included in the criminal complaint on suspicion of causing general danger and illegal production, possession, carrying, and trafficking of weapons and explosive materials.
Authorities noted that one additional suspect is still being sought.
“There are grounds for suspicion that D.N., J.S., and the fugitive suspect, on November 5, 2025, between 6 p.m. and 7 p.m., used their official positions and actual influence to pressure suspects N.S. and N.K. not to perform official duties that they were obligated to carry out,” the statement said, adding:
“It is suspected that, while sitting in the same office, they were informed by an unidentified ‘boss’ that a fight had broken out at the ‘Steak and Wine Bar’ and that gunfire had been discharged during the altercation. They then allegedly discussed exerting influence on their subordinate intervention team leaders, N.S. and N.K., contacting them by phone and instructing them not to notify the crime scene investigation team, not to secure the scene for forensic examination, not to conduct an investigation or collect evidence, not to inform the competent public prosecutor’s office, and to portray the incident merely as a verbal dispute and an ordinary bar fight.”

Called the Police Station Chief Instead of Investigators
According to investigators, D.N. then contacted the chief of the Voždovac Police Station instead of the crime scene team, informing him that only a routine bar fight had occurred involving two individuals and that there was no need for a forensic investigation or any further police action, while allegedly failing to disclose that a firearm had been used.
N.S. and N.K. are suspected of arriving at the “Steak and Wine Bar” as intervention unit team leaders on official assignment and, despite learning that both a fight and gunfire had occurred, failing to notify the forensic investigation team, the competent prosecutor, or secure the scene. They also allegedly failed to collect witness statements, complete identification forms for those present, officially record the incident, or take other actions required by law.
By doing so, investigators believe they provided a benefit to S.V. by preventing criminal charges for causing general danger and illegal possession and use of firearms, while also harming an individual known by the nickname “Runjo” by preventing him from exercising his rights as an injured party in judicial proceedings.
D.Ž. is suspected of knowingly failing to report a criminal offense despite learning about it in the course of his duties as manager of the “Steak and Wine Bar.” Prosecutors state that after the fight and shooting occurred, he failed to notify authorities even though he witnessed the incident.
He is also accused of helping conceal evidence. According to prosecutors, he told responding Voždovac police officers that a hole in the venue’s glass door had existed previously and was unrelated to the incident, and claimed there had been no physical altercation, only a verbal argument, despite witnessing the events.
Investigators further allege that he instructed employees to clean the scene in order to remove evidence, replaced the glass damaged by a bullet the following day, and deleted surveillance footage from the venue before November 8, 2025.
When police later requested the recordings, he allegedly handed over a recorder containing only the deleted footage, along with a receipt documenting the temporary seizure of the device.
Suspect Allegedly Fired Glock Pistol Inside Crowded Venue
S.V. is suspected of creating a danger to human life and safety on November 5, 2025, at around 6 p.m. by using a firearm. According to investigators, following a verbal dispute and fight with a man known as “Runjo,” he pulled a fifth-generation Glock 17 pistol from his waistband and fired inside the venue, which at the time was filled with guests.
Authorities say he did not possess a valid permit to carry the weapon. The bullet allegedly passed through the glass door of the establishment.
Who Is Dušan Ninković?
Dušan Ninković was introduced in 2016 as commander of Intervention Unit 92 within the Belgrade Police Directorate, although it was not the first time he had held that position.
In an interview with the newspaper Politika roughly a decade ago, Ninković stated that the unit was the first to respond to the most serious crimes, including murders, armed clashes, and robberies, and emphasized the importance of respecting human rights in police work.
“We are a unit with the fewest officers, yet we contribute significantly to the safety of Belgrade and its citizens. We are available to citizens 24 hours a day, seven days a week. We are the first to arrive at scenes of murders, mass brawls, shootings, robberies, and serious injuries,” Ninković told Politika at the time.
He also stressed that, alongside efficiency, he insisted on absolute respect for human rights.
Describing himself as “a child of Belgrade,” Ninković said he and his then-deputy Mitar Jokanović wanted to break stereotypes portraying the Intervention Unit as a problematic or criminalized force.
In a 2022 interview with a pro-government tabloid, Ninković described Intervention Unit 92 in the following terms:
“These are people who risk their lives every day in dangerous and critical situations, where they must always remain prepared, focused, and cautious. Through their tremendous dedication, confidence, and courage, they have earned every form of respect, and their results are the best indicator of how committed they are to their work,” Ninković said.
The wider public also saw Ninković in September 2022, when then-Interior Minister Aleksandar Vulin visited police officers injured during the EuroPride events held in Belgrade. However, in recent years, Ninković has made very few public appearances.
