The expert group of the University of Belgrade, which assessed the fulfillment of the first three student demands, has concluded that the full documentation requested by students regarding the reconstruction of the canopy at the Novi Sad Railway Station has not been made public, according to a report obtained by FoNet. The report has also been shared with student assemblies.

Regarding the technical and construction documentation, including related documents from relevant authorities, it is not possible to access the complete documentation concerning the reconstruction, adaptation, and extension of the station building at the Novi Sad Railway Station. This is stated in the summary of the working group’s report, which was presented today to the extended Rector’s Collegium and will also be submitted to student assemblies.

When it comes to business documentation, the report contains phrases such as “not found,” “not complete,” “not comprehensive,” or “contains formal deficiencies.”

Legal Proceedings Initiated, but Not Against All Perpetrators

Regarding the second student demand, based on an analysis of official data obtained from relevant state authorities, the expert group has determined that prosecutors have initiated a significant number of proceedings against attackers on participants of peaceful civic protests.

The Chief Public Prosecutor officially informed the expert group that 51 proceedings have been initiated, two of which have been concluded through plea agreements. However, the report also states that not all individuals who attacked students, professors, and other demonstrators during the peaceful protests have been identified.

In conclusions obtained by FoNet, it is also stated that no criminal or misdemeanor proceedings have been initiated against all individuals named in the student demand, nor have those individuals been removed from their official positions.

As an example, the report notes that the attackers on demonstrators in Woodrow Wilson Boulevard in Belgrade, as well as those who attacked Ilija Kostić (74), have neither been identified nor prosecuted.

Uncertainty Over Dropped Charges Against Students

Regarding the third student demand—the dismissal of criminal charges against arrested and detained students during protests, as well as the cessation of already initiated criminal proceedings—the expert group concludes that the wording of the student demand prevents a precise identification of its content in terms of the individuals covered by the request and the events to which it pertains.

“Although proceedings may have been dropped for some, or even all, individuals named in the student demand, due to a lack of information requested from the Ministry of Justice and the vague formulation of the demand, it cannot be confirmed with certainty that proceedings have been dropped against all individuals covered by the request,” states the summary of the expert group’s conclusions.

Selective Pardons

The report further states that the decisions on pardons were selective, as they prevented proceedings against some students but not against other individuals who participated in the same events and engaged in the same actions. It also notes that pardons were granted to individuals not covered by the student demand, contradicting the spirit of the students’ requests.

The report emphasizes that the pardons were selective because they obstructed the determination of all disputed facts, potential police misconduct, and illegal actions by public prosecutors and the courts in imposing detention and initiating investigations.
