Jovan Mrvaljević from Nikšić was shot dead this afternoon in the Kapino Polje area near the city.

Police are searching for those responsible for the killing.

The victim, J.M., was considered a high-ranking member of the Škaljari criminal clan. In early 2021, he was suspected of being part of a group that allegedly attempted to assassinate Belgrade criminals Veljko Belivuk and Marko Miljković in Tivat.

“Tonight, at around 8:00 p.m., in the Kapino Polje neighborhood of Nikšić, an as-yet unidentified individual used a firearm against J.M. from Nikšić, a member of an organized criminal group, who was killed in the incident. Officers of the Police Directorate – Western Regional Security Center, in cooperation with the competent state prosecutor from the Higher State Prosecutor’s Office in Podgorica, are undertaking all urgent measures and actions prescribed by law in order to determine all the circumstances and fully clarify the incident,” the Police Directorate said in a statement.

Mrvaljević had claimed that officers of the former Special Operational Support Team of the Police Directorate, Petar Lazović and Jugoslav Raičević, abused him during the night between December 30 and 31, 2020, after detaining him in Nikšić.

Because of those allegations, suspended police officers Petar Lazović and Jugoslav Raičević stood trial before the Basic Court in Podgorica. At the beginning of July this year, they were acquitted in the first-instance ruling of charges that they had tortured and abused Mrvaljević and Milo Jovanović.

Mrvaljević claimed that the officers tortured him inside a police vehicle while transporting him from Nikšić to Podgorica, alleging that they placed a plastic bag over his head, suffocated him, beat him all over his body, and threatened to rape him.

The acquittal of Lazović and Raičević was delivered on July 8 of this year. At the time, Basic Court Judge Ilija Radulović stated that the court had obtained two key pieces of evidence—surveillance footage from the Nikšić Security Center and the police premises at City Mall—and that it was “not possible to establish any injuries” from the recordings.

The Basic State Prosecutor’s Office in Podgorica filed the indictment based on numerous SKY evidence.
