The Education Board of the Serbian Academy of Sciences and Arts (SANU) announced today that the proposed amendments to the Law on the Foundations of the Education System (ZOSOV) do not correspond to the actual needs of Serbia’s education system.

“Instead of measures aimed at improving the quality and modernizing education, the Draft narrows the rights and participation of students, parents and teachers and strengthens mechanisms of administrative control,” the Board stated.

According to them, the controversial provisions include restrictions on student organization and the work of student parliaments, a reduction in the role of parents’ councils, and the possibility of revoking teachers’ licenses.

“At the same time, the Draft does not offer answers to the key problems facing education: insufficient quality and learning outcomes, the weakening of the teaching profession, the need to modernize education in the conditions of digitalization and artificial intelligence, the development of extracurricular activities, and the systematic evaluation of educational outcomes,” they pointed out.

The Board claims that partial corrections to the Draft are not enough and proposes that it be withdrawn from the legislative procedure and that a new legal text be prepared, based on expert analysis and a broad discussion about what kind of education Serbia needs in the coming decades.
