Todor Došen (58), a retired inspector of the MUP of Serbia, was arrested yesterday around 10:40, when he was stopped by a traffic police patrol from Surčin. Došen drove “under the influence of psychoactive substances,” and various illicit items were found in his car. The public got to know Došen during the investigation into the murder of Jelene Marjanović in Borča, and he was also seen at rallies of the Serbian Progressive Party.
The retired inspector Todor Došen was detained on Sunday morning because he drove under the influence of “psychoactive substances.” During the search of his car, many items were found to which he is not entitled, from police handcuffs and electric shockers to an official “stop police” baton.
The police statement indicated that “during the inspection of the vehicle, the police also found two pairs of official handcuffs, one stop official plate, two telescopic batons, one metal knife, one pepper spray, two battery-powered shockers, one black cap with the ‘UKP’ mark, as well as one anti-radar.”
But this is not the first time that Došen has been arrested or that he appeared in the media. The wider public got to know him during the investigation into the murder of singer Jelena Marjanović on the embankment in Borča. The singer disappeared while running on the embankment on April 2, 2016, and her body was found a day later in a canal, in the Crvenka neighborhood near Borča. A controversial investigation followed, full of errors and ambiguities, and a series of illogical police moves. Todor Došen was also active in that investigation.
In the end, her husband Zoran Marjanović was convicted in the first instance for the murder of the singer, but that verdict was overturned and Marjanović is being tried again in the High Court in Belgrade.
Došen, who at the time was an inspector of the Department for Blood and Sexual Offenses, did not really cover himself in glory during that investigation, and was even linked to the disappearance of the late singer’s phone, from which messages were allegedly deleted. However, Došen denied this while guest-starring on a television show.
In July of the same year, 2016, Došen was suspended after 20 euros, about 40,000 dinars, and three mobile phones were seized from a suspect during an arrest for drug dealing, but those pieces of evidence did not end up in the police safe.
The former police officer also had a run-in with the law in 2022, when he defrauded a woman by calling her to the police station and lying that a Swiss citizen had reported her because of the gifts he had given her. In order “not to file a criminal complaint,” he forced her to return all the gifts – laptops, mobile phones, jewelry, and money, with a total value of about 3 million dinars.
In the end, Došen still retired, and an interesting detail is that in the Palilula Police Station, where he worked, he was a colleague for a time of Ninoslav Cmolić, the former head of the Criminal Police Directorate (UKP).

But leaving the police was not the end of Todor Došen’s adventures. He got a job at a physical and technical security (FTO) agency, and he was also seen at rallies of the Serbian Progressive Party.
Thus, he was also filmed in Guča, when thugs came to intimidate and attack students, but they met with resistance from citizens, so no conflict occurred, although the atmosphere was extremely tense.
