Lazar Šćepanović, Director of the Montenegrin Police Administration, stated that Aco Martinović, who was in a “slightly intoxicated state” on January 1st in Cetinje, was not positive for psychoactive substances. Šćepanović spoke about a verbal incident that preceded this mass murder.
He explained that an autopsy was performed on Martinović’s body to determine if he was intoxicated or under the influence of psychoactive substances.
“I received verbal information that the blood analysis of the killer Aco Martinović showed 0.40 grams per kilogram, the urine analysis 0.40 grams per kilogram, and he was not positive for psychoactive substances. Which means he was in a slightly intoxicated state,” he said on the TV Vijesti show “Nedelja u retrovizoru.”
When asked what kind of argument in the “Velestovo” cafe was the immediate reason for Aco Martinović to go home, take a weapon, and commit a bloody massacre, Šćepanović replied:

“I said there was a verbal incident between Martinović and one person who was fatally killed. On one recording made in the local, you can see that the faces are staying in the cafe, that there is a classic celebration in the cafe with music, and that all the faces and the deceased are enjoying the atmosphere. And in that recording, you can see the face of Aco Martinović sitting with another person in a completely normal and natural atmosphere. From that environment, a trigger occurred.”
He stated that he cannot yet give a precise answer about the motive for the tragedy in Cetinje.
“The motive is being established. We are talking about a perpetrator who deprived his closest friends, colleagues, family members of life, expressed brutality and aggression towards children,” he added.
Šćepanović confirmed that all the murders in the Cetinje tragedy were committed in about 30 minutes.
