The Government of Serbia adopted today the Law on Amendments to the Law on Higher Education, which provides for a 50% reduction in tuition fees for self-financing students at higher education institutions founded by the Republic, according to an official statement.
With these amendments, the budget for higher education will increase by 20%, adding an additional 12 billion dinars, in accordance with the fourth demand of the students. Additionally, an extra 5.7 billion dinars has been allocated to increase salaries for employees in higher education, starting with the March 2025 paycheck, the Serbian Government announced.
The proposed law also equalizes the salary base for higher education employees with that of employees at other levels of education, starting from January 1, 2026.

Under the proposed changes, tuition costs for self-financing students at state higher education institutions will be reduced by 50% through a direct reimbursement from the budget.
The amendments also include funding to fully cover the fixed costs of higher education institutions, increased allocations for material expenses, as well as full coverage of other employee benefits in accordance with the Special Collective Agreement for Higher Education, the Government stated.
Furthermore, the amendments aim to improve the quality and relevance of higher education, enhance university autonomy, and further promote the internationalization of the higher education system.
