Ukrainian President Volodymyr Zelensky is set to visit Croatia for the first time tomorrow, where a summit on Ukraine and Southeast Europe is taking place in Dubrovnik, co-organized by Croatian Prime Minister Andrej Plenković.

This is the third summit in this format; the first was held in August 2022 in Athens, and the second in February of this year in Tirana. The main goal of this Dubrovnik summit is to express solidarity and support from Southeast European countries to Ukraine, which has been facing Russian aggression for more than two and a half years, Croatian media report.

According to sources from the Croatian government, the summit will include not only Zelensky and Plenković but also high officials from twelve countries in the region, including three presidents, five prime ministers, and four foreign ministers, as reported by Zagreb’s N1 TV.

What is in the Dubrovnik Declaration

Participants are expected to adopt a joint Dubrovnik Declaration, the text of which is still being negotiated, but it should follow the lines of earlier declarations from the summits in Athens and Tirana.

The main points of the declaration are expected to include a condemnation of Russian aggression, support for Ukraine’s territorial integrity including the Crimean Peninsula, support for President Zelensky’s peace plan, a call for the prosecution of war crimes in Ukraine, support for Kyiv’s Euro-integration and NATO membership when conditions permit, as well as support for energy security and the reconstruction of Ukraine after the war.

On the sidelines of the summit, Plenković and Zelensky are expected to sign an agreement on cooperation between Croatia and Ukraine, formalizing the existing activities between the two countries.

Serbia will be represented by the Minister of Foreign Affairs

The arrival of Slovenian President Nataša Pirc Musar, Montenegrin President Jakov Milatović, and the President of the temporary Pristina institutions Vjosa Osmani has been announced, along with five prime ministers: Greece’s Kyriakos Mitsotakis, Bulgaria’s Dimităr Glavchev, Albania’s Edi Rama, North Macedonia’s Hristijan Mickoski, and the Chairwoman of the Council of Ministers of Bosnia and Herzegovina Borjana Kristo.

Turkey, Serbia, Romania, and Moldova will be represented at the level of foreign ministers.
