“We call Vučić Oscar,” “Čvarak is Oscar,” Darko Šarić writes in Sky messages to his brother Duško and cousin Željko Vujanović, revealing how Vučić’s brother and son contacted Šarić’s associates. Cooperation with the highest levels of government subsequently extended to the rival Škaljari clan. “Buddy, we’ve received an offer that cannot be refused. And directly from Vućko, bro,” writes Radomir Baćović, a high-ranking member of the Škaljari clan.

The contents of the Sky correspondence reviewed by Radar unequivocally confirm that the nicknames Oscar and Čvarak refer to Aleksandar Vučić, who is now the Serbian Progressive Party (SNS) candidate to become Serbia’s prime minister again. It is also noteworthy that members of the rival Škaljari clan, according to Sky messages reviewed by Radar, also demonstrate close ties to the top name on the SNS list: “Our good old Žvaljo. Kim Jong Un. Si di pi. He’s definitely a psycho… But they’ve really taken it to another level, buddy. The president himself is making the offer.” All the messages reveal strategic ties and agreements that both criminal drug gangs had with the highest levels of the current government.

A series of messages sent by convicted drug cartel boss Darko Šarić while in custody at the Special Court, his brother Duško Šarić, who is free, and their associates reveal that Vučić had the nicknames Čvarak and Oscar. On June 3, 2020, Darko Šarić wrote to his close cousin Željko Vujanović, who was later finally convicted alongside him for smuggling nearly six tonnes of cocaine and was then under house arrest: “And that Milan (according to unofficial information, this refers to Milan Radoičić) is okay. But this Oscar has made it clear to everyone that he decides what happens with me. You’ll hear from Milan. We call Vučić Oscar. If he had made such a statement about someone else, that person would already be in prison.” Vujanović replied: “I know who Oscar is, we’ve already written about him, but I’d really like to hear what he says… And he’s a better guy than the others…”

Vujanović then explained to an unidentified person who Oscar was. Asked by someone the investigators had not identified, in a message sent through the Sky app on July 31, 2020, “I don’t know who we call Oscar?”, Vujanović immediately replied: “And then chaos. Vučić.” The Šarić brothers themselves subsequently revealed that Oscar was also Čvarak. At 10:17 a.m. on November 20, 2020, Darko Šarić wrote to his younger brother Duško Šarić: “Čvarak is Oscar.”

Duško Šarić wrote to his brother Darko: “Last night that young guy I told you about, the one from Oscar, called me and said your father thanked you. The Duke’s wife is about to give birth, so he invited him to the celebration, and this young guy is really into that Chetnik, Serbian stuff. Especially when he sees all those Red Star fan leaders there. Then last night he wrote that Oscar was thanking me; the kid told him what happened and how. The kid messaged me late last night.”

In the previous issue of Radar, we published Sky communications between Šarić and his closest associates, his brother Duško Šarić and Bojan Stanojković, revealing an agreement with Čvarak—Vučić—on the terms of the drug boss’s surrender. They also revealed that he had financed the ruling progressives and that the current top name on the SNS list had promised him: “If something slips through regarding the judges and the sentence, I give you my word that I’ll correct it with some kind of pardon, even if it costs me.”

Meanwhile, Željko Vujanović exchanged Sky messages with his maternal cousin Darko Šarić and an unidentified person while under house arrest. A new criminal proceeding was launched against him in 2021 for violating the terms of his electronically monitored house arrest. Specifically, he was charged before the Higher Court in Kragujevac with bribing an official from the Ministry of Justice responsible for monitoring his house arrest. Vujanović was accused of paying Miloš Ilić, from the Ministry of Justice’s Directorate for the Execution of Criminal Sanctions, €200 in bribes, while the civil servant allegedly “switched off” his electronic ankle monitor whenever necessary.

Vujanović fully served his 13-year prison sentence for involvement in smuggling nearly six tonnes of cocaine on August 25, 2024. He was among the first arrested on October 15, 2009, when Uruguayan police officers and the US Drug Enforcement Administration (DEA), working with Serbia’s Security Intelligence Agency (BIA), intercepted the luxury yacht Maui near the port of Santiago Vázquez, close to Montevideo, and seized 2,174 kilograms of cocaine. This marked the beginning of Operation Balkan Warrior. From October 15, 2009, Vujanović was held in prison custody until May 23, 2014, and from then until June 15, 2022, he was under electronically monitored house arrest. In this way, he served his sentence while in custody.

Just as Darko Šarić brought his relatives into the communications, Čvarak’s closest family members were also involved: his brother Andrej Vučić and his adult son Danilo Vučić. According to the Sky correspondence, Danilo Vučić met with Aleksandar Bošković, who was included alongside Šarić in a new proceeding over an alleged attack on cooperating witness Nebojša Joksović. A joint photograph in the Sky messages, which Bošković sent to Darko Šarić on July 9, 2020, also testifies to the meeting between Vučić’s son and Šarić’s associate. Earlier that year, on January 26, Duško Šarić wrote to his brother Darko: “Last night that young guy I told you about, the one from Oscar, called me and said your father thanked you. The Duke (Aleksandar Bošković) needs his wife to give birth, so he invited him to the celebration, and this young guy is really into that Chetnik, Serbian stuff. Especially when he sees all those Red Star fan leaders there. Then last night he wrote that Oscar was thanking me; the kid told him what happened and how. The kid messaged me late last night. I connected him with the Duke, so he’s going to visit the Duke in Valjevo.” Duško also wrote to his brother on May 25, 2020: “Nothing, he’s coming later from Valjevo, and he wants to meet Oscar’s son to give him these votes I collected.”

Aleksandar Bošković was briefly arrested in April 2022, after the Sky communications reached Serbia and Šarić was arrested and placed under house arrest. Proceedings were then initiated over the alleged discrediting of a cooperating witness. According to the indictment, Bošković, who had built a business empire in Valjevo, communicated with Šarić while the latter was in custody and passed him information from the Ministry of Internal Affairs and the BIA. He met with Marko Parezanović, a senior BIA official, and received information from other police officials who were also indicted: Danilo Stojanović (Athos), head of the Criminal Intelligence Service, and his deputy Milutin Radovanović (Portos). In the case concerning the alleged discrediting of the cooperating witness, Šarić was sentenced at first instance to six years in prison, while Bošković received a one-year sentence.

On May 10, 2020, Duško Šarić wrote to his brother: “And this guy from the BIA asked me through the Duke (Aleksandar Bošković—author’s note) to transfer 100 thousand down there and give it to one of their people. I took care of it for them, and he thanked me a lot.”

The Sky communications between the Šarić brothers also indicate that Andrej Vučić was involved in contacts with the drug cartel. First, on February 27, 2020, Duško Šarić wrote to Darko: “Okay, we’re at the meeting now. Oscar’s brother wants to meet with the Duke (Aleksandar Bošković—author’s note). The Duke knows everything, we’ve been talking about you for eight months now. The Duke is a good negotiator. Ask Oroko, he’ll get along well with these people and explain everything to him.” Then, as Radar reported in its previous issue, on May 20, 2020, Duško Šarić wrote to his brother in prison: “I’ll hopefully meet Oscar’s brother now; he wants to meet so I can give him these 2,000 votes. A man called me today and said he wants to meet.”

There is also previously unknown communication about money and Marko Parezanović, then a senior BIA official. Intercepted Sky messages reportedly show that he maintained contact with the drug cartel, served as its link to Oscar, and was addressed as Marko, Markus or Markos. It is known that a meeting attended by the president of the Belgrade Court of Appeal and Duško Šarić took place in Parezanović’s office. Regarding the money, Duško Šarić first wrote to his brother on May 10, 2020: “And this guy from the BIA asked me through the Duke (Aleksandar Bošković—author’s note) to transfer 100 thousand down there and give it to one of their people. I took care of it for them, and he thanked me a lot.” Then, on May 20, 2020, Duško wrote to Darko: “I told you we transferred 100 thousand in cash to this guy from the BIA, to the main guy, Markus. He thanked you because they couldn’t make the transfer during those two days, and they urgently needed it for those guys from Zeka.”

Vučić, Vulin and Gašić with the Škaljari clan

In addition to Šarić, who is accused alongside Veljko Belivuk of murdering four members of a rival clan in Greece, Vučić also maintained direct contacts with this organized criminal group, according to the Škaljari clan’s Sky correspondence. These transcripts of SKY ECC communications, reviewed by Radar, reveal how the authorities in Belgrade shifted from close ties with the Kavač clan to rapprochement with its rival, the Škaljari clan, following the arrest of Belivuk’s group—a subgroup of the Kavač clan—in February 2021. Just as Edo—the former interior minister Nebojša Stefanović—was the contact for Šarić’s group, his successor took over communications with the rival Škaljari clan. We have learned that just days before Aleksandar Vulin, then interior minister, made his now-famous statement on March 6, 2021, advocating that merely possessing a Sky phone should be made a criminal offense, members of the Škaljari clan were using the very same platform to discuss plans to come to Serbia, with Vulin’s assistance.

On February 24, 2021, Baćović wrote: “We’re going to squeeze them now and use everything we can… Bro, they need to give us a business. Legal, nothing else… We’re not interested in dealing drugs in Belgrade. We want some kind of arrangement in a corridor. A small percentage. Buddy, we’ll have Montenegro and Serbia now.”

Thus, on February 24, 2021, Nikšić native Radomir Baćović, a high-ranking member of the Škaljari clan, wrote through the same platform to his godfather and close associate Alen Kurina, explaining how he had moved very close to the authorities in Belgrade and would soon relocate to Serbia after receiving guarantees directly from Aleksandar Vučić.

A trial is expected to begin soon at the Higher Court in Podgorica against Radomir Boban Baćović, who is on the run—according to unofficial information, in Belgrade—and who has been indicted by Montenegro’s Special Prosecutor’s Office for organizing a regional drug-trafficking network. If the Podgorica court’s out-of-court panel approves the proposal to try Baćović and his godfather Kurina, who is also on the run, in absentia, the proceedings could begin on November 17, 2026.

Interestingly, according to information in this correspondence, the main logistical coordinator of the operation was then Interior Minister Aleksandar Vulin, while the contact person was Bojan Dimić, the current head of the BIA’s First Directorate. Baćović wrote to his friend that the authorities in Belgrade were seriously wary of Radoje Zvicer, giving them an opportunity to get closer to the government. On February 24, 2021, he told his godfather Kurina that he would ask for a legitimate business and for his criminal record to be cleared. He also sent a photograph of a message he had received showing that there were no active warrants for him, only a ban on entering Serbia.

On February 24, 2021, Baćović wrote: “Buddy, we’ll never go all the way against the state… only for them to set us up later. We’re not like those idiots who just arrived yesterday. But we’re going to squeeze them now and use everything we can… Bro, they need to give us a business. Legal, nothing else… We’re not interested in dealing drugs in Belgrade. We want some kind of arrangement in a corridor :))))))) A small percentage :))))))) Buddy, we’ll have Montenegro and Serbia now.”

Baćović continued his conversation with Kurina: “And Vućko himself issued this directly for me. Vulin is handling it… Imagine, buddy, Gašić too. Look, buddy, when T figures it out. She says she’s talking directly with Vulin, completely openly, literally. That’s why I send her to these meetings, because I trust her the most. I got Sky. I’ll give it to him tomorrow and then I’ll start messaging.”

It should be recalled that Veljko Belivuk and Marko Miljković were arrested after visiting Radoje Zvicer in Montenegro. As our weekly magazine reported, this happened after they sought contact with US security services, willing to talk about the Serbian authorities’ links to organized crime.

That same day, Baćović told Kurina that a full-scale war had broken out between the authorities in Serbia and Radoje Zvicer. He said the authorities in Belgrade were ready to send a plane to collect him urgently. They also discussed how to communicate with Aleksandar Vulin, the main logistical coordinator of his transfer to Serbia. At 7:07 p.m., Baćović wrote: “But I’m not Šarić, waiting around for a government plane. I’ll get there through my own channels.”

An hour and forty minutes later, Baćović continued his conversation with Kurina: “And Vućko himself issued this directly for me. Vulin is handling it… Imagine, buddy, Gašić (Bratislav Gašić, then head of the BIA) too. Look, buddy, when T figures it out. She says she’s talking directly with Vulin, completely openly, literally. That’s why I send her to these meetings, because I trust her the most. She even knows where I am and what I’m doing. I got Sky. I’ll give it to him tomorrow and then I’ll start messaging.”

“Buddy, the prosecution has loads of my photos from Kosovo. So this man is really saving me. Our good old Žvaljo. Now he’ll become a brother and a coach, too. The legend delivers everything. Everything gets a 10, buddy, except one gets a 9. Kim Jong Un. Si di pi. When he started speaking Chinese. He’s definitely a psycho… I can see them inviting us to sleep over at the Presidency. Buddy, they’re scared stiff.”

The following day, February 25, Baćović contacted his godfather again and explained that he had received a concrete offer and how he had responded: “I said I’m willing to come; I don’t have any special conditions and I won’t set any. But if we’re forming an alliance and we’re in the same fight, then I have to be treated a certain way when I arrive. I don’t want to be a sitting duck out there. I need to be able to have my people around me, my brothers and friends I’ve been fighting alongside for years. We need armed security so they don’t stop and search us on the street. And they need to remove these blue notices (warrants—author’s note), and a few little things like that. Nothing else.”

Baćović then sent a photograph of the man who was waiting for him and who would serve as his contact. The photograph showed Bojan Dimić, the current head of the First Directorate of the Security Intelligence Agency, responsible for terrorism and organized crime. Baćović then wrote about him: “A real little snoop, buddy.”

Following one of the BIA’s reorganizations, a unified First Directorate was established to handle counterintelligence protection as well as the fight against terrorism and organized crime. Bojan Dimić, a trusted official, has headed it since its establishment. Originally from Priština, Kosovo, Dimić has close personal ties with Zvonko Veselinović and Milan Radoičić, both of whom are mentioned in these transcripts. He served as the BIA’s “envoy” at Red Star Belgrade.

Completely elated that the negotiations were going so well, Baćović continued: “Brother, there have been offers like this before and there will be more, but they’ve really taken it to another level, buddy. Hahahaha. The president himself is making the offer :))))) Yes, that’s what he tells me, that he’s handling all of this directly with him.”

That the new arrangement was progressing very well is also confirmed by Baćović’s messages the following day, February 26, 2021, twenty minutes after midnight: “Buddy, we’ve received an offer that cannot be refused. And directly from Vućko, bro. It didn’t go through Zvonko or someone else. Not through three intermediaries. Directly. So we’re right at the very top.”

At 7:07 p.m., Baćović wrote: “But I’m not Šarić, waiting around for a government plane. I’ll get there through my own channels.”

The following day, February 27, shortly after midnight, the conversation had become much more relaxed and included comments about the Serbian president’s other preoccupations at the time: “Buddy, the prosecution has loads of my photos from Kosovo hahahahahaha. So this man is really saving me :))))) Our good old Žvaljo. Now he’ll become a brother and a coach, too :))))) The legend delivers everything. Everything gets a 10, buddy, except one gets a 9. Kim Jong Un. Si di pi. When he started speaking Chinese. He’s definitely a psycho… I can see them inviting us to sleep over at the Presidency. Buddy, they’re scared stiff :))))?)?).”

The final messages in this exchange were sent on March 4 and 5, just days before Vulin made his somewhat panicked proposal that merely possessing a Sky phone should be classified as a criminal offense. While the police forces of Belgium and France used the breach of the Sky communications platform to arrest hundreds of criminals, the then interior minister’s call served as a warning that everyone should get rid of such phones immediately.

Overjoyed with the agreement he had reached, Baćović wrote: “Vućko is our brother now. Andrej is the main man, buddy. I just need to sit down with the brother a few times. Who would have expected this, buddy? Hahahaha. It never even crossed my mind that we could be friends with them. I still can’t believe it hahahahahaha.”

On March 4, 2021, Baćović, delighted with the agreement, wrote: “Vućko is our brother now. Andrej is the main man, buddy. I just need to sit down with the brother a few times. Who would have expected this, buddy? Hahahaha. It never even crossed my mind that we could be friends with them. I still can’t believe it hahahahahaha.”

All these Sky communications support the claim that Serbia’s current authorities, led by the top candidate on the SNS list for the parliamentary elections, cooperated closely with all the significant organized criminal groups in the region. Such a system of agreements, extending across state institutions, suggests that the country has been governed by a political wing of the mafia. This also explains why the current authorities are fighting with every means at their disposal to avoid losing the elections.
