FBI Director Kash Patel found himself under a barrage of questions from American senators during a hearing in the US Senate regarding his trip to the Winter Olympics in Milan, but in an attempt to justify the costs and purpose of the visit, he openly criticized Serbia for cases in which wanted Chinese citizens did not end up in the American justice system.

During a discussion with Senator Chris Coons, Patel claimed that it was precisely during his stay in Italy that an operation was organized which led to the extradition of Chinese cyber operative Xu Zewei to the United States. At the same time, he cited Serbia as a negative example of international cooperation, claiming that similar suspects had previously ended up in China instead of the USA.

“While we were there, we managed to arrange for that person to be extradited to America instead of being returned to China, as has often happened in places like Serbia,” Patel said during the hearing.

Disappearance of the arrested Chinese and British man

Let us recall the case of Chinese citizen Cui Guanghai and British citizen John Miller, who were arrested in Serbia at the request of the USA but then escaped from house arrest in Belgrade.

In September 2025, the High Court in Belgrade confirmed that the two of them removed their electronic tracking leg cuffs and disappeared, after which a warrant was issued.

The US Department of Justice stated at the time that Cui and Miller were suspected of organizing an intimidation campaign against an American citizen who criticized Chinese President Xi Jinping.

According to the charges, they were trying to prevent protests against the Chinese leader during the APEC summit in San Francisco in 2023, as well as to stop the publication of art installations depicting the Chinese president and his wife.

American authorities also claimed that the suspects paid tens of thousands of dollars to people in the USA to silence critics of the Chinese authorities through pressure and threats. The FBI led the investigation, and American investigators stated that some associates were actually working under the control of the bureau.

In addition to charges of intimidation and espionage, indictments were also brought against them for attempting to smuggle American military technology to China.

In the meantime, BIRN published a text indicating that they left for Beijing on a private flight.

The case is particularly unpleasant for Belgrade because, since 2019, Serbia and the USA have had a ratified extradition treaty that allows for the extradition of suspects regardless of citizenship.
