The president of the Movement for the Decentralization of Serbia, Dr. Dragan Milić, said that the Serbian Progressive Party (SNS) is “preparing an unprecedented election fraud,” and that its first level is “a fictitious voter list containing a huge number of fake citizens of the Republic of Serbia who were not born and do not have permanent residence in Serbia.”
He said that he had received information from the Ministry of Internal Affairs (MUP) that Serbian state authorities had granted a total of 238,890 citizenships on various grounds from January 1, 2015, to August 27, 2025, meaning that more than 60 citizenships were granted per day over the course of those ten years, Danas reports.
The MUP stated in its response that of those 238,890 people who became Serbian citizens, “202,787 were admitted to citizenship under Article 23, Paragraph 1 of the Citizenship Law, which refers to the admission of members of the Serbian people.”
“By violating the law, the MUP did not answer how many new citizenships it has issued in the past year, from August 27, 2025, until today, and we can only speculate about the scale of the abuse,” said Milić, who requested information on the number of foreign citizens who have been granted citizenship of the Republic of Serbia over the past ten years, as well as their nationality, under the Law on Free Access to Information of Public Importance.
“This Ministry does not have data on the ethnic affiliation of persons who have been admitted to citizenship of the Republic of Serbia on any other legal basis, given that applicants are not required to declare their ethnic affiliation when submitting an application under other legal grounds,” the MUP stated in its response.
The Citizenship Law, meanwhile, provides for the possibility of acquiring Serbian citizenship on several legal grounds. In addition to admission of members of the Serbian people, these grounds include birth in Serbia, refugees, emigrants, reacquisition of citizenship after its termination, marriage to a Serbian citizen, and international agreements, the MUP stated.
