Students in blockade published a statement on Instagram titled “Public Warning and Demand for Accountability,” addressing employees of the Republic Health Insurance Fund (RFZO) and officials in institutions responsible for managing public property. At the same time, they demanded an urgent explanation of the circumstances surrounding the publication of tenders for the long-term lease of commercial premises in Smederevo.
Warning Regarding Documentation
The student movement warns that any unauthorized destruction, removal, alteration, or concealment of official documentation, whether in paper or electronic form, is unacceptable and carries legally prescribed liability, including criminal liability.
Employees are urged to preserve all documentation, electronic databases, official records, and correspondence. “No one has the right to follow unlawful orders or destroy traces of their actions. A change in management does not erase responsibility,” the statement reads.
Controversial Tenders in Smederevo
The students are demanding clarification of the circumstances under which two tenders for the long-term lease of commercial premises in Smederevo, owned by the Smederevo Health Center and the City of Smederevo, were published on October 28, 2026. These are premises where pharmacy operations are already being conducted.
According to the statement, the tender conditions require bidders to have at least 300 pharmacies, 700 employed pharmacists, annual revenue of 50 billion dinars, and at least 25 years of experience in the pharmacy business.

The students are asking why such high requirements were set for leasing premises where only three pharmacies operate, and whether their actual effect is to restrict competition and prevent the existing Smederevo Pharmacy Institution from continuing its operations.
They are particularly concerned about the short deadline for submitting bids, as well as the fact that interested bidders do not have access to basic information about the number and structure of employees, pharmacy revenues, and other information needed to prepare their bids.
Demands
The student movement is demanding that the competent institutions publicly explain who set these conditions, what criteria they were based on, and whose interests they serve. They demand transparency, the preservation of all evidence, and accountability for all parties whose actions were contrary to the law.
