The Higher Public Prosecutor’s Office in Belgrade has submitted an indictment proposal to the Higher Court in Belgrade against three defendants on reasonable suspicion that they committed the criminal offense of Violent Behavior at a Sports Event or Public Gathering on November 22, 2024, during the blockade of Bulevar umetnosti in front of the Faculty of Dramatic Arts (FDU). The indictment names Milija K., Milena A., and Ivan S.

Investigative actions were also conducted against Aleksandar J. and Dušan K., but since the alleged offense is not prosecuted ex officio, the prosecution decided to dismiss the criminal charges against them. However, misdemeanor proceedings will be initiated against both for the offense of Insult, Violence, Threat, or Brawl under Article 9, Paragraph 2 of the Law on Public Order and Peace.

Victims and their legal representatives have the right to appeal the dismissal decision to the Appellate Public Prosecutor’s Office in Belgrade within eight days of receiving the decision.

The prosecution has proposed conditional sentences of one year in prison, with a three-year probation period, and fines of 100,000 dinars each for Milija K., Milena A., and Ivan S.

None of the defendants have prior convictions.

INCIDENT DETAILS

It is reasonably suspected that on November 22, 2024, between 11:52 AM and 12:07 PM, near the FDU building, during a public gathering in memory of those killed in the collapse of a shelter at Novi Sad Railway Station on November 1, 2024, the defendants Milija K. and Milena A. physically attacked participants, while Ivan S. engaged in violent behavior at the gathering.

  • Milija K., along with unidentified individuals, allegedly approached N.T. and punched him multiple times in the face and body, causing minor injuries.
  • Milena A. allegedly used a closed dark blue umbrella to strike M.S. on the right hand and R.R. on the wrist.
  • Ivan S. allegedly swung his fist at R.R. and N.T., verbally threatened N.T., insulted U.N., and attempted to push through a “human wall” formed by witnesses, FDU staff, and actors to protect students.

  • N.T. reported that Ivan S. tried to attack him but failed, while also threatening him with violence.
  • Witness U.N. stated that Ivan S. verbally abused her, which was corroborated by M.S., J.K., and M.K.
  • Witness M.G. stated that Ivan S. repeatedly swung his fist at students but failed to hit them due to lack of space.
  • Witness M.K. claimed that Ivan S. struck multiple participants, even charging at women.

DISMISSAL OF CHARGES AGAINST ALEKSANDAR J. AND DUŠAN K.

  • Aleksandar J. does not appear in videos committing violence.
  • Witnesses only mention him as being present, except for M.S., who claimed Aleksandar J. attempted to punch him, leading to misdemeanor charges.
  • Dušan K. was identified as trying to calm the situation, with no evidence of violent intent.
  • Witness J.K. stated that he yelled at her and insulted participants.
  • Witness M.S. reported that Dušan K. pulled someone’s clothing, leading to misdemeanor charges.

The investigation continues as the court reviews the indictment proposal.
