Serbs in Kosovo holding ID cards issued by Serbian police administrations for towns in Kosovo, such as the Police Administration of Kosovska Mitrovica, will soon be unable to use these personal documents at crossings managed by the Kosovo Police. Meanwhile, for the past three years, citizens with Kosovo documents have been able to enter central Serbia without hindrance.

For days, several citizens in northern Kosovo have reported that when crossing into central Serbia, the Kosovo Police orally inform them that they will soon no longer be able to use ID cards marked with the names of police administrations from Kosovo towns that were relocated after the war.

One such example is an ID card bearing the designation of the Kosovska Mitrovica Police Administration, which citizens have so far obtained and renewed at a special department in Raška.

Although most Serbs in Kosovo possess Kosovo ID cards, the use of Serbian ones, which will soon be invalid, is widespread when entering Kosovo and Metohija. While the Kosovo Police will soon treat the aforementioned Serbian ID cards as invalid, this is not the case for Kosovo ID cards when it comes to Serbia.

Under an agreement that came into force in September 2022, holders of Kosovo ID cards can enter central Serbia unhindered, and these are valid documents at crossings controlled by the Serbian police. When this agreement came into force, notes appeared at Serbian crossings stating that this gesture did not imply Serbia’s recognition of Kosovo’s independence or prejudge Kosovo’s final status.

The Kosovo Police have not yet officially commented on the ID card issue, so the exact date when the decision, unofficially and orally communicated to citizens at the crossings, will take effect remains unknown. The ban on Serbian ID cards could pose a problem for some citizens who, for procedural reasons, have not yet obtained a Kosovo ID card.
