The Ministry of Foreign Affairs of Montenegro sent a verbal note to the Embassy of Kosovo regarding the use of firearms from the Kosovo side in the area towards the Montenegrin ski center Hajla Štedim, near the border of the two countries.
“The competent authorities of the Republic of Kosovo were requested to proceed with the identification and prosecution of the perpetrators of these incidents, and to inform Montenegro of all measures and actions taken,” the Ministry announced today to Radio Free Europe (RFE).
The note was sent on September 17, and the Montenegrin Ministry assesses that these are isolated incidents.
In at least two cases, damage to the infrastructure of the Montenegrin ski center Hajla Štedim, which is about a kilometer and a half from the border with Kosovo, was recorded.
In both cases, Montenegrin authorities suspect that the shots were fired from the territory of Kosovo.
The first occurred in July last year, when damage was found on the ski center’s cabin. The Rožaje Prosecutor’s Office formed a case in that incident.
The second incident occurred on August 24 this year, when shots were fired at the ski center facility. The Prosecutor’s Office should form a case after the police investigation is completed.
The note was sent after repeated incidents registered by the police in Rožaje, the Ministry of Foreign Affairs of Montenegro announced, stating that the Ambassador of Kosovo was also informed about the incidents on September 22.
“We believe that the isolated cases do not reflect the clear commitment of our two states to strengthening regional cooperation and further improving bilateral relations,” the Ministry told RFE.
It is also stated that the Kosovo side was particularly informed about the importance of implementing three interstate agreements – on the state border between Montenegro and Kosovo, the opening of the joint border crossing Kotlovi – Kućište, and the regulation of the border traffic regime.
Montenegro and Kosovo signed the Agreement on Demarcation in 2015. Montenegro ratified that agreement the same year, and the Kosovo Assembly three years later.
