A day before the end of last year, another attempt emerged from Sarajevo to strip Republika Srpska of its constitutional and legal right to manage its assets.
The Court of Bosnia and Herzegovina (BiH) issued a temporary measure, at the request of the BiH Attorney General’s Office, prohibiting Republika Srpska from carrying out investment activities and forest clearing at the Vučiji Most location on Mount Jahorina.
This restriction applies to land that the Republika Srpska government sold in early 2022, where ownership legally transferred to a new titleholder following all legal obligations.

Officials from Republika Srpska interpret this Court decision as yet another attack on their entity. Savo Minić, Minister of Agriculture, Forestry, and Water Management of Republika Srpska, told Politika:
“This is clearly an instance of the Court of BiH executing certain directives and conducting proceedings without even basic procedural grounds. This decision is part of a broader attack targeting Republika Srpska, which in this case lacks any passive procedural legitimacy.”
He emphasized that the properties in question were repurposed in accordance with Republika Srpska’s legal regulations and transacted lawfully to support the development of Jahorina and investments in the region.
The mayor of East Sarajevo, Ljubiša Ćosić, also condemned the decision, finding it incomprehensible.
“In any normal country, institutions work to ensure that all parts function smoothly and develop. Only in BiH do you have a court that prohibits investments in a location that, after Belgrade Waterfront, is the most attractive for investment in the region,” said Ćosić. He stressed that no decision by the Court of BiH can undermine Republika Srpska’s fundamental right to manage and control its assets.
Mayor Ćosić expressed hope that the Republika Srpska Attorney General’s Office would respond appropriately to challenge the temporary measure through legal means, aiming to secure the continued development of Republika Srpska and BiH.
