The Vice President of Republika Srpska, Ćamil Duraković, today filed a criminal complaint with the Prosecutor’s Office of Bosnia and Herzegovina against Aleksandar Goganović, Deputy Minister of Defense of BiH, and General Gojko Knežević, Chief of the Joint Staff of the Armed Forces of BiH, due to reasonable suspicion that they committed the criminal offenses of abuse of official position or authority, failure to perform official duty, and enabling fugitives access to military facilities of the Armed Forces of BiH.
“This complaint was filed due to suspicion that the mentioned persons, in their capacity as responsible individuals in the defense system, knowingly and intentionally violated the law and the order of the Ministry of Defense of BiH prohibiting access to military facilities for persons against whom warrants have been issued by the Court of BiH. Namely, according to available information, Aleksandar Goganović and Gojko Knežević, on May 12, 2025, enabled the entry and stay of fugitives Milorad Dodik, Radovan Višković, and Nenad Stevandić in the military facilities of the Armed Forces of BiH, despite the Ministry of Defense previously issuing a clear order prohibiting their access,” added Duraković.
With such actions, the accused grossly violated legal regulations and official powers, directly endangered the security and integrity of the Armed Forces of BiH, and enabled persons against whom judicial proceedings are pending to move freely within military facilities.

Vice President Duraković emphasizes that the responsibility for protecting legality and security within the Armed Forces of BiH rests with all officials, regardless of their political or national affiliation.
“This is an obligation for all of us, regardless of which party or entity of the state we come from, and requires a reaction from all judicial institutions,” concludes Duraković.
Evidence, including the Ministry of Defense’s order prohibiting access, video footage, witness statements, and official notes, has been submitted to the Prosecutor’s Office of BiH to determine the responsibility of the accused.
Vice President Duraković calls on the institutions of BiH to react urgently, thoroughly investigate the circumstances, and take appropriate legal steps to sanction those responsible and prevent the recurrence of such situations.
