Thirty years ago, on November 21, 1995, the agreement that ended the war in Bosnia and Herzegovina was reached in Dayton. The agreement is commonly called the Dayton Agreement, named after the city of Dayton, Montgomery County, Ohio, where three weeks of negotiations were held at the Wright-Patterson Air Force Base, concluding on November 21 and finally ending the three-and-a-half-year war in Bosnia and Herzegovina that began in April 1992.

With that document, the nearly four-year war was officially brought to an end, and Bosnia and Herzegovina was established as a state of three constituent peoples and others.

The main participants in the peace negotiations were also the signatories of the Dayton Agreement – the President of the Republic of Bosnia and Herzegovina Alija Izetbegović, the President of Serbia Slobodan Milošević, and the President of Croatia Franjo Tuđman. All three states emerged from the breakup of the Socialist Federal Republic of Yugoslavia.

The agreement consists of 11 annexes, including Annex 4 – the Constitution of Bosnia and Herzegovina. It confirmed the sovereignty, territorial integrity, and independence of Bosnia and Herzegovina as a state.

It was determined that BiH consists of two entities – the Federation of Bosnia and Herzegovina and the Republic of Srpska – and that it is made up of the constituent peoples: Bosniaks, Croats, and Serbs, along with others. The competencies of the state and the entities were defined, as well as the relations between BiH institutions and the procedure for amending the BiH Constitution.
