A shift of police officers from the Palilula Police Station recently refused to provide security for the wild gathering in the center of Belgrade, also known as “Ćaciland” (a derogatory term for the protest encampment), Nova.rs learned from sources within the Ministry of Internal Affairs (MUP) of Serbia.
A group of police officers from the Palilula Police Station, who were supposed to secure the participants of the gathering in Pionirski Park, the so-called “Ćaciland,” recently refused the assignment, our portal learned from a source in the MUP who insisted on anonymity.
Police officers from all Belgrade police stations participate in securing “Ćaciland” and the people staying there, but when it was the turn of the Palilula officers, they refused the task. Many officers claim that this affects their work due to the reduced number of patrols on the ground.
This disobedience followed an incident in front of the National Assembly of Serbia on November 26th, when a group of MPs from the Srbija Centar (SRCE) movement attempted to pass through “Ćaciland” and enter the main entrance of the building. An incident occurred then, as stewards and people from “Ćaciland” tried to prevent the MPs, eventually requiring police intervention.
At least 30 incidents have been recorded since the tents were set up in Pionirski Park and the creation of “Ćaciland.” Journalists, passersby, citizens, students, and activists have been attacked, and the police officers present either did not react at all or did so with delay and mildly, allowing the troublemakers from “Ćaciland” to return to the tents.
Recently, a man from this tent settlement attacked an N1 reporting team and broke their camera, and the police officers present let him calmly walk away after the attack. To this day, he has not been officially identified and brought in, although there are indications that he is a previously convicted individual with a thick police file.
The Serbian MUP did not answer questions from Nova.rs regarding the incident, or whether disciplinary proceedings have been initiated against the police officers who refused to secure “Ćaciland.”
Prosecutors Are Also Accomplices to the Thugs
The prosecutor’s offices, both the First Basic Public Prosecutor’s Office and the Higher Public Prosecutor’s Office in Belgrade, also have a lenient attitude towards the thugs from “Ćaciland.” Every official statement by state authorities emphasizes that the gathering in Pionirski Park was duly reported.
Accordingly, any attack committed by participants in that gathering should be classified as a criminal offense of violent behavior at a public gathering or sporting event, falling under the jurisdiction of the Higher Public Prosecutor’s Office. Nevertheless, the HPO has never reacted when incidents are caused by the so-called “Ćaci” (the participants).
The First Basic Public Prosecutor’s Office, in whose territory “Ćaciland” is located, rarely manages to prosecute the perpetrators of criminal offenses if they are from the tent settlement. They react slowly, and as a rule, even if one of them is convicted, it ends with a plea agreement and lenient sentences, as was the case with the Special Operations Unit (JSO) veteran Živojin Ivanović, who is one of the few “Ćaciland” residents who has been, somehow, prosecuted.
Ivanović, better known by the nickname Žika Crnogorac (Žika the Montenegrin), in March of this year, used a stick, swinging it over the fence bordering “Ćaciland,” to hit a young man who was standing on Kneza Miloša Street. The entire attack was filmed and posted on social media. A misdemeanor complaint was eventually filed against him.
