The “sound cannon” is after all defined by the new draft of the Law on Internal Affairs as a new category called “means for temporary incapacitation,” it was announced during the public debate on the proposed law, Nedeljnik reports today.

This new category was added in Article 120 of the Draft, which lists permitted means of coercion, as well as in Article 134.

As Nedeljnik writes, Article 134 defines that this new category implies “different types of projectiles or bombs with sound, light, or smoke effects or with a combination of those effects, the use of which does not leave permanent harmful consequences.”

This refers to the same type of device that the public dubbed the “sound cannon,” and for which there were suspicions that it was used during student protests in Belgrade on March 15 of last year.

The authorities first claimed they did not have the aforementioned weapon, later that they “have it, but it did not leave the warehouse,” only for it to turn out in the end, based on photographs, that this weapon was on the streets of Belgrade that day, Nedeljnik writes.

The government denies the use of the cannon, despite the testimonies of several thousand witnesses who were in Belgrade that day.

The draft law was returned to public debate once again, after the original version was withdrawn at the end of 2022 due to numerous objections.
