Without a free and peaceful Ukraine, there can be no free and peaceful Europe,” is the conclusion of the Declaration of the Ukraine-Southeast Europe Summit in Dubrovnik, which condemns the Russian invasion of its southern neighbor and expresses support for Ukraine, its territorial integrity, European integration, and NATO membership.

The full text of the Declaration, signed by Serbian President Aleksandar Vučić and published on the official website of Ukrainian President Volodymyr Zelenskyy, is as follows:

We, Prime Minister Andrej Plenković and President Volodymyr Zelenskyy as hosts, as well as President Vjosa Osmani, President Jakov Milatović, President Aleksandar Vučić, President Nataša Pirc Musar, Prime Minister Edi Rama, Chairperson of the Council of Ministers Borjana Krišto, Prime Minister Dimitar Glavčev, Prime Minister Kyriakos Mitsotakis, Prime Minister Hristijan Mickoski, Deputy Prime Minister and Minister of Foreign Affairs and European Integration Mihai Popsoi, Minister of Foreign Affairs Luminica-Teodora Odobescu, Minister of Foreign Affairs Hakan Fidan, and Vice-President of the European Commission Dubravka Šuica, gathered on October 9, 2024, in Dubrovnik, Croatia, for the third Ukraine-Southeast Europe Summit. Our work today builds on the deliberations and conclusions of the first and second Ukraine-Southeast Europe Summits, held in Athens, Greece, on August 21, 2023, and in Tirana, Albania, on February 28, 2024. Today, as participants in the Dubrovnik Summit, we issue the following Declaration:

It has been almost 1,000 days since the beginning of the Russian military invasion of Ukraine. We condemn this unprovoked, unjustified, and illegal Russian aggression against Ukraine in the strongest possible terms. Russia’s war of aggression is a crime against the Ukrainian people, a flagrant violation of international law, including the UN Charter, and a major threat to peace, security, and stability in Southeast Europe, the entire European continent, and the world as a whole. …[the declaration continues with points condemning Russia’s actions, expressing support for Ukraine’s sovereignty and territorial integrity, and calling for a peaceful resolution to the conflict]…
