According to an investigation by Insajder, the state-owned enterprise “Infrastructure Railways of Serbia”, which is, according to the contract, the investor and client for the project, has not yet submitted a request for an occupancy permit for the Novi Sad railway station building.
“A building for which a building permit is required in accordance with this law may be used after obtaining a prior occupancy permit,” reads the provision of the Planning and Construction Law, writes Insajder.
The request, which according to the Planning and Construction Law must contain the necessary technical documentation, is submitted by the investor, in this case the company “Infrastructure Railways of Serbia”.
Only on the basis of this, the Ministry of Construction, Transport and Infrastructure issues a permit. The process of issuing an occupancy permit includes an inspection which, due to the size of the project, is in this case under the jurisdiction of the relevant Ministry. The inspection verifies whether all technical requirements, safety standards, and regulations have been met. In this way, it is ensured that the building is safe for users and meets all the necessary conditions for its functionality.

According to the Planning and Construction Law, it is possible to issue a temporary occupancy permit, which would also guarantee the safety of citizens until the occupancy permit is issued. However, according to Insajder’s research, the company “Infrastructure Railways” has not even secured a temporary occupancy permit.
The building permit was issued three years ago and combines the project of building a high-speed railway and the reconstruction of all stations along the railway. Insajder journalists sent questions to the company “Infrastructure Railways of Serbia” as to why they did not submit a request for an occupancy permit, but have not yet received a response.
Questions were also sent to the relevant Ministry, but so far there has been no response from them either.
