Strong police and military forces, supported by members of elite units, have blocked the village of Orahovica near Bijelo Polje, as well as almost the entire area towards the border with the Republic of Serbia, in search of the double murderer Alija Balijagić (64) from Banje Selo near Bijelo Polje. The seriousness of the situation is evident from the fact that classes have been suspended in elementary schools in Sutivan, Kanje, and Kukulje…

Balijagić, a career criminal who has spent more than 32 years in prisons in Montenegro and Serbia for committing the most serious criminal offenses, including rape, shot and killed his brother and sister, Jovan and Milenka Madžgalj, in their home in Sokolac in Tomaševo near Bijelo Polje around 9 pm on Friday.

They had welcomed him into their home just a few hours earlier and had even given him lunch. As it was learned, the police received a tip from locals that Balijagić was seen in Orahovica, an area about 30 kilometers from the scene of the horrific crime, where great unrest still prevails among the citizens, who claim that the police left them at the mercy of a ruthless bandit who, according to them, despite reports to the police, roamed the villages and hamlets armed and unhindered, stopping at some houses for refreshments, allegedly in search of hunting dogs. While the police respond that they received only one report, and that several hours before the tragedy, Alija is evading capture, despite a manhunt using sophisticated equipment, including drones and helicopters with thermal imaging cameras.

There are few people in the manhunt, say the highlanders who are demanding changes in the Ministry of Internal Affairs.

In the Higher Court in Bijelo Polje, the investigative judge Vukomir Bošković, at the proposal of the Higher State Prosecutor’s Office in this city, issued an order to issue a warrant and ordered detention for 30 days for the fugitive Alija Balijagić, on suspicion of killing Milanka and Jovan Madžgalj with a rifle on October 25, and also on suspicion of committing the criminal offense of illegal possession and carrying of weapons and explosives. The police in the Bijelo Polje area are guarding several families day and night whose members have had not only verbal and legal duels with Alija, but also physical confrontations in which there were injuries… How dangerous a fugitive Alija is, who knows the forests and mountains around Bijelo Polje like the back of his hand, is best illustrated by the fact that during one of the numerous manhunts for him, while the police were resting next to the objects he had dropped while fleeing, Alija was watching them from a close distance.

– If I wanted to, I could have killed you – Alija told them after being arrested and recounted the conversation the police had among themselves…

Where Alija is hiding, whether he has new crimes in mind, whether he is preparing revenge and retaliation, are questions that plague the public, not only in the north of the country, where everyone is wary of every “suspect,” not only in Bijelo Polje, but also much further away, so the police are forced to periodically deny rumors of Alija’s “appearance” in Kolašin, Danilovgrad, Nikšić… As criminologist and full professor at the Faculty of Law in Podgorica, Dr. Velimir Rakočević, points out, the key moment for locating the fugitive was in the initial police response – closing the terrain and setting up blockades in the immediate vicinity of the crime. If the fugitive managed to avoid the first blockade, the chances of catching him were significantly reduced. In his opinion, the system’s inability to control so-called “operationally interesting” persons, which includes Alija, further shows the weaknesses of the security system.

– In the past, such persons would be subject to special surveillance, while today, after serving their sentence, they freely leave prisons without any control measures – says Dr. Rakočević.
