The Serbian member and Chairperson of the Presidency of BiH, Željka Cvijanović, stated today that the foreign policy of Bosnia and Herzegovina, although it is under the jurisdiction of the Presidency, de facto does not exist, because it is implemented in a way that does not represent the organized participation of all actors.

“BiH’s foreign policy is not implemented in a way that the one who is constitutionally competent defines foreign policy, foreign policy goals and activities, so it has reached inexplicable levels under the command of (Minister of Foreign Affairs in the Council of Ministers) Elmedin Konaković, who is definitely not a minister who represents foreign affairs, nor the goals of BiH’s foreign policy, nor does he represent the whole of BiH,” Cvijanović told reporters in East Sarajevo.

Unfortunately, she points out, Konaković had a good opportunity to do that job in a way that he could fulfill his role, but also protect the role of the BiH Presidency as the body in charge of foreign policy.

According to her, in BiH, some have become accustomed to abusing and privatizing everything, as well as using state resources to promote their own interests or the interests of one at the expense of others, so today BiH has reached a situation where there is total division within the diplomatic and consular network.

Cvijanović warned that some things are inadmissible on the political scene in BiH because someone decided to continue to usurp competencies, and someone else to oppose it.

“I did not agree with the possibility of discussing within the BiH Presidency in a way that would further deepen the division in BiH, but since I have to fulfill my obligation according to the rules of procedure, I convened today’s session and we reached conclusions that lead me to seek protection,” Cvijanović stated.

She pointed out that the other two members of the Presidency showed what their relationship is, and that is the relationship of outvoting.

“They believe that things can be forced, and they are used to having a spoiled position in which some foreigners can always meet their political demands, as has always been the case in political Sarajevo,” said Cvijanović.

She emphasized that this will no longer be the case and that they must be respected as much as the Constitution dictates, adding that this is the minimum they can show to each other.

Cvijanović stated that the intention of the other two members of the BiH Presidency was to present the conclusions, which are “the result of the desire of two, not three,” as the position of the institution so that it could be said that the Presidency called on EUFOR to react.

“I condemn anyone who is not ready to talk and reach certain solutions through dialogue. What is deeply disappointing is the fact that they make several conclusions, seven, eight or nine, and they are not able to condemn the attack on children in Sarajevo whose heads are being broken with metal bars, and that only because they came from Serbia,” said Cvijanović.

She asked what kind of BiH Presidency it is that cannot react in that way but hides behind platitudes.

“Write in your conclusion, since you are already condemning the institutions of Republika Srpska, if you are correct, that you also condemn such things, as well as many other things that are happening in foreign policy where these deviations are being ignored,” said Cvijanović.

She emphasized that the usurpation of someone’s rights will not continue, and that something that is common is being abused by one.

“What is promising and what encourages me that things could be done in the right way is the fact that everyone from the international factor is calling for dialogue, and no one has said that there should be this or that confrontation, but they are deeply aware of the problems that BiH is in,” said Cvijanović.

She stressed that she will not allow anyone in the BiH Presidency to do whatever they want to the detriment of the Serbian people, but will protect the interests of the Serbian people and Republika Srpska in accordance with the Constitution, both when it comes to foreign policy and defense.

Cvijanović said that the High Representatives should be urgently returned to Annex 10 of the Dayton Agreement, to do their job responsibly, in the way that this agreement gave them the right to do so.

She stated that Republika Srpska and its institutions are not the ones endangering the territorial integrity of the country and that there is no separatism or madness there, as it is described in order to attract international attention.

According to her, the institutions of Republika Srpska do not dispute and are not directed at anything that would be against sovereignty, but on the contrary, they demand that the sovereignty of the country be established.

“This means that its domestic institutions can credibly, responsibly, in a democratic way and in a democratic procedure, make decisions, change laws and define the environment, in accordance with their constitutional competencies,” Cvijanović said at a press conference.

She reiterated that the position of the institutions of Republika Srpska is that Christian Schmidt had no right to impose any laws, just as all those who usurped that right, and had the position of a legally appointed High Representative, did not have that right.

According to her, they have brought BiH to a pre-collapse state, to an increased level of misunderstanding and a bad atmosphere in the country, which is unacceptable.

Cvijanović believes that these things will be corrected, given the will shown in certain international circles.

“All international circles, whoever they are, whether in America or Europe, have called for things here to be resolved through constructive and responsible dialogue,” said Cvijanović, adding that she has not seen anyone defend the idea that an unelected foreigner imposes certain things such as changes to laws or regulates relations in BiH.

She stated that there are complaints that Srpska is not adhering to the Dayton Agreement, emphasizing that this is not true.

Cvijanović said that the Constitution does not state as a possibility that someone unelected in BiH can have the function of parliament and propose or change laws.

“This is a bad practice and this bad legacy should be eradicated so that the country can function by breathing with both its lungs, which are the entities, and that a normal attitude towards the Constitution and its respect is established,” Cvijanović concluded.
