The Higher Public Prosecutor’s Office in Novi Sad, after a supplementary investigation, has filed an indictment against 13 people, including former Minister of Transport Goran Vesić and former Director of Serbian Railways Infrastructure Jelena Tanasković, over the collapse of the canopy at the entrance to the Novi Sad Railway Station, in which 16 people were killed.

Regarding the tragic event of November 1, 2024, when the collapse of the canopy at the Novi Sad Railway Station claimed the lives of sixteen people and seriously injured one person, the Higher Public Prosecutor’s Office in Novi Sad informs the public that on September 16, 2025, in accordance with the law, it filed an indictment against thirteen defendants on reasonable suspicion of committing criminal offenses legally qualified as Serious Crimes Against Public Safety under Article 288, paragraph 2 of the Criminal Code.

The Higher Public Prosecutor’s Office in Novi Sad, in the supplementary investigative procedure, fully acted upon the Decision of the Panel of the Higher Court in Novi Sad No. KV. 1408/24, which was delivered to this office on April 11, 2025. The last investigative action was undertaken on September 12, 2025, after which, on September 15, 2025, an Order on the completion of the supplementary investigation was issued, thereby concluding the investigation.

During the investigation, the Higher Public Prosecutor’s Office in Novi Sad acted within its jurisdiction and in the interest of the investigation. Aware of the significance of this case, the Higher Public Prosecutor’s Office in Novi Sad utilized all available human and material resources to establish the full factual situation.

The indictment covers thirteen defendants: G.V., former minister in the Ministry of Construction, Transport and Infrastructure; J.T., former acting director general of “Serbian Railways Infrastructure” JSC; A.D., former acting assistant minister in the Ministry of Construction, Transport and Infrastructure; N.Š., former general director of “Serbian Railways Infrastructure” JSC; S.N., responsible structural designer; M.J., chief designer of the conceptual project; Lj.M.M., chief designer of the project for the construction permit; M.S., member of the Republic Revision Commission; J.S.M., person responsible for technical inspection of the project for the construction permit; Z.S.M. and D.J., persons responsible for construction works; M.G. and D.T., persons responsible for professional supervision of the works, for the following:

– for criminal offenses that enabled the use of a public facility – wing B of the Novi Sad Railway Station building – even though construction works were underway and no usage permit had been issued,
– for a criminal offense related to prior failure to maintain the structural integrity of the station building,
– for criminal offenses in the design and execution phases during the renovation of the Novi Sad Railway Station building.

The indictment proposes that the Higher Court in Novi Sad order detention for all the defendants due to the still significant public disturbance that could jeopardize the smooth and fair conduct of the criminal proceedings. For some of the accused, detention was also proposed due to the risk of repeating the criminal offense.

In order to protect the interests of all victims, the indictment proposes that the court grant property claims to authorized persons. It was also proposed that all the accused be imposed with the security measure of Prohibition from Performing Duties, Activities, and Functions, and that they be obliged to fully reimburse the costs of the criminal proceedings.

The Higher Public Prosecutor’s Office in Novi Sad welcomes the constructive participation of the public in this case. At the same time, it emphasizes that the Higher Public Prosecutor’s Office acts in the public interest, and that arbitrary speculation in the public does not contribute to the conduct of the investigation.

The allegations of the indictment are fully supported by the collected evidence confirming the reasonable suspicion that the accused committed the criminal offenses they are charged with. The Higher Public Prosecutor’s Office in Novi Sad expects the indictment to come into legal force against all defendants in the shortest possible time. This would open the way for a public trial where evidence would be presented by both the prosecution and the defense in order to determine criminal liability before the court.
