The Faculty of Civil Engineering at the University of Belgrade has published a list of documents concerning the Novi Sad railway station that are either unavailable to the public or incomplete at this time.

To inform the public, the Faculty of Civil Engineering analyzed the available documentation published on the websites of the Government of the Republic of Serbia, Infrastructure Railways of Serbia JSC, and the Higher Public Prosecutor’s Office in Novi Sad as of January 24, 2025, according to their statement.

Below is the list of documentation that the Faculty believes is currently unavailable to the public or incomplete:

2.1. Contracts and annexes with all subcontractors – incomplete

Construction Site Documentation:

3.1. Records of work commencement – unavailable

The statement also notes that electronically maintained documentation without electronic signatures cannot be time-stamped, making it possible that these are not final versions or that the documentation is not authentic.

Additional Notes on Specific Points:

2.1: The documentation shows a tabular list of over 130 subcontractors, but their subcontractors are not included. Contracts with all project participants are unavailable.

3.2: Some construction diaries are available to the public, but a portion is illegible. Since these diaries are manually completed and due to the time elapsed before their publication, their authenticity may be questionable. The available diaries do not contain records of the building’s technical inspection or trial operations.

3.3: Analysis of monthly reports revealed the absence of the April 2024 monthly report. Weekly reports show that architectural and construction work on Vestibule B began in the fourth week of April, which contradicts the construction diaries indicating the work began earlier. Notably, the Technical Inspection Report of the station building, dated April 4, 2024, references a work declaration unrelated to the cadastral parcels where the Novi Sad station building is located.

4.1: Investor and financier approval for all subcontractors is not available. According to the contract between the financier, investor, and contractor, the selection of all subcontractors must be conducted transparently via public tenders to ensure competitiveness. Documentation explaining the selection process for subcontractors, including public tender records, is unavailable.

Reminder: President Vučić stated at a rally in Jagodina last night that all student demands have been met and called for dialogue.

“Don’t think I don’t know or that something doesn’t exist. But here, I am asking them again. Please, come and tell us which of your demands hasn’t been met. We want you to return to your studies. We want you to learn. We want you to advance. Tell us which demand remains unfulfilled. If it exists, we’ll meet it. Just tell us which of the four demands hasn’t been met. You said there are no new ones,” said Vučić.
