Students from higher education institutions in blockade stated today that the Serbian Ministry of Education is trying to sanction students for rebelling against the regime through an illegal interpretation of certain provisions of the Law on Higher Education, writes FoNet, as reported by Danas.

The students reminded on their Instagram account that the Serbian Parliament adopted amendments to the Law on Higher Education in early March, which, in Article 100, Paragraph 15, states that, when compiling ranking lists for enrollment, candidates who are enrolling in studies for the first time at that level and that higher education institution are ranked first, followed by other candidates.

That paragraph would not be controversial if the Ministry of Education interpreted it correctly, meaning that students who are enrolling in the same degree at the same higher education institution for the second time would be ranked after individuals who are enrolling in that same degree at that institution for the first time, the students in blockade stated.

As the students announced, the professional instruction on enrolling candidates in higher education institutions was adopted on July 5, and it states:

“When compiling a unified ranking list of applied candidates for enrollment in studies, the higher education institution first ranks candidates who are enrolling in studies for the first time at that level of study and at that higher education institution, then ranks candidates who are enrolling in studies for the first time at that institution at that level of study, and then ranks other candidates.”

The students in blockade questioned the Ministry of Education on what basis three categories for ranking candidates were established.

According to their assessment, the first two categories in the instruction are the same category, and it is merely a change in the order of words in the sentence.

They believe that these changes will cause the greatest harm to students who wish to change their choice of faculty, or even their major within their current faculty.

The students in blockade claim that the Ministry’s ultimate goal is to hinder students from enrolling in their desired studies, to sanction them for rebelling against the regime, and to prove that they can harass students.

“The law is very clear if you interpret it correctly and benevolently, and for the benefit of society. Every student should be allowed to use a new chance, to change their mind, to redirect themselves, and to study what they truly want. You will not get rid of us, and we will not remain silent,” the students said.
