Among the 50 most wanted fugitives, on the list published by Europol, are two individuals from Montenegro – Radoje Zvicer from Kotor, the alleged leader of the Kavač clan, and Nikola Stanković.

Along with three photographs of Radoje Zvicer, Europol stated that the fugitive uses false documents under the names Josip Babić, Dragan Gojković, David Grepo, Ferenc Karoli…

In addition to Montenegrin security services, Austria is also searching for Zvicer, suspecting him of having smuggled 83 kilograms of cocaine into that country as a leading member of a criminal organization. The official website of the Austrian police has announced that Zvicer is on the list of the most wanted fugitives in that country.

Previously, at Austria’s request, the Interpol General Secretariat in Lyon issued a public international wanted notice for him, and it was later announced that he uses 14 false identities.

The Austrian police state that Radoje Zvicer is a dangerous person and that he may be armed. Zvicer was born in Montenegro, in Kotor, on December 20, 1982.

On the first day of this year, Europol once again appealed to citizens via social networks to help the European law enforcement agency, as well as national authorities, in locating and arresting fugitives.

The case of Nikola Stanković

According to our information, Nikola Stanković played a leading role in an international criminal organization for drug trafficking between 2018 and 2025. His main task was the procurement of drugs and their transport to Hungary and buyers, Europol announced.

That criminal organization, as stated, smuggled at least 4,822 kilograms of marijuana and 114 kilograms of cocaine into Hungary, as well as amphetamine oil, ketamine, and other drugs.

As reported by Europol, Stanković is also charged with organizing the murder of a Hungarian citizen on September 20, 2018.

Rewards for information

A cash reward, as reported by the portal “Adria,” has been offered for assistance in the arrest of three individuals from the list of the 50 most wanted fugitives:

  • 1,500 euros: For information leading to the arrest of Russian national Aleksandr Elberg (wanted for a murder in Germany in 1991).
  • 5,000 euros: For anyone who reveals the whereabouts of Emil Ganj from Romania (suspected of kidnapping and murdering a former partner).
  • 200,000 euros: The largest reward, offered for information about Dutch national Jos Leijdekkers.

Leijdekkers is considered one of the key players in international cocaine trafficking. Encrypted messages from the Sky application show that he was involved in laundering tens of millions of euros and hundreds of kilograms of gold, which were likely earned through cocaine trafficking, Europol stated.
