The company Inobačka, which built the collapsed road in Kragujevac, announced that the cause of the collapse is the construction site located right next to the roadway.

“Based on the footage and on-site inspection, it is completely clear that the collapse occurred due to the failure of the retaining wall at the adjacent construction site. The unsafe retaining wall, which was erected for the construction of a building on the neighboring site, cracked and lost stability, which directly led to the collapse of part of the access road. The investor and contractors on that building are unknown to us, but according to our information, the work is being carried out without the necessary permits and without complete project documentation,” the Inobačka statement reads.

The company stated that it had warned the competent inspections about the danger, and in the previous period officially notified the construction inspection of the city of Kragujevac twice, provided photographs and evidence of the undermining of the terrain beneath the access roads, pointed out the risks to terrain stability, and requested urgent action.

“Yesterday, we again sent an urgent request to the inspection to go out to the field, precisely because of the identified risks that have now resulted in the collapse,” the statement says.

They further state that the work performed by Inobačka on the Centers of Excellence project was completed more than a year and a half ago and “was carried out fully according to the project, in accordance with all technical and safety standards, under the supervision of authorized engineers, and handed over without a single remark.”

“Also, the building we constructed within the Center for Excellence received an occupancy permit. The access road was used throughout that entire period and was in completely stable and safe condition, until the work on the neighboring building compromised its stability,” the statement reads.

As a reminder, the access roads to the Center of Excellence in Kragujevac, as well as the retaining walls, are collapsing. Co-owner of Inobačka, Vukajlo Babić, told Nova.rs that the scenes in Kragujevac look apocalyptic to him and that he believes the collapse occurred due to a project being carried out in the immediate vicinity.

The contractor “RP Invest,” which is building on the adjacent plot, also issued a statement.

“At the subject location, there was a destabilization of the ground due to a combination of weather factors in recent days. Rain and snow, although the snow cover did not remain for long, contributed to increased soil moisture in the deeper layers. The saturation of the ground with water gradually reduced its stability, which led to the collapse of part of the retaining wall beneath the roadway,” the statement says.

City of Kragujevac issues a statement

The city of Kragujevac announced that seven days ago, the competent city inspection ordered an immediate suspension of work on the construction of a residential building in the immediate vicinity of the Center of Excellence complex. As a reminder, at the construction site near the Center of Excellence in Kragujevac this morning, there was a collapse of the retaining walls and part of the access road.

“Acting in the interest of protecting the safety of citizens and public property, on November 21 the competent city inspection ordered an urgent suspension of work on the construction of a residential building in the immediate vicinity of the Center of Excellence complex. The measure was taken preventively, in accordance with the Law on Planning and Construction, with the aim of preventing possible damage, protecting property and the safety of citizens, as well as the surrounding buildings. In accordance with the inspector’s decision, the investor immediately halted all work,” the City of Kragujevac stated.

They say the subsequent collapse occurred due to heavy rainfall and unfavorable weather conditions, which significantly affected the stability of the terrain and the existing retaining structures.

The city of Kragujevac will make maximum efforts to resolve the situation as quickly as possible, they added.

“The next step is the issuance of a decision by the Construction Inspectorate ordering the investor RP Invest 1980 d.o.o. Kragujevac to carry out ground stabilization measures and prevent further collapse,” they announced.
