Kosovo Prime Minister Albin Kurti has said that he cannot form the Association of Serb-Majority Municipalities, as, according to him, it is not within the purview of the executive branch, reports Telegraf.

He says that according to Kosovo law, it is up to the municipalities themselves to associate if they wish.

“I cannot form an association of municipalities in the Republic. It is up to the municipalities to form an association. The freedom of association is enshrined in the Constitution, as well as in the Law on Local Self-Government. Two articles clearly state how an association of municipalities is formed. An association that is imposed from above is a dictate, not an association,” Kurti said in an interview on Alsat M television, as reported by KoSSev.

Kurti said that Serbia is talking about old agreements made by its predecessors, and is not implementing the latest agreement on normalization.

“We have an agreement in Brussels. The agreement is fundamental for mutual recognition, at least de facto, and must be implemented. But Serbia is talking about old agreements that have been annulled by the Constitutional Court. I do not deny the agreements made by my predecessors, but they should not be put before the horse,” he said.

Kurti says that the Brussels Agreement is not a buffet where Serbia can take what it wants and leave the rest.
