The BRICS summit of leaders, held under the motto “Strengthening Multilateralism for a Fair Global Development and Security,” begins today in Kazan and will last until October 24th.

This will be the first summit after the expansion of BRICS, so in addition to the founding countries of Brazil, Russia, India, China, and South Africa, Egypt, Iran, the United Arab Emirates, and Ethiopia, which became members on January 1st of this year, will also participate.

Moscow announced that 36 countries will be represented at the BRICS summit, 22 at the highest level, as well as the leadership of six international organizations.

Among others, the arrival of Chinese leader Xi Jinping, Iranian President Ebrahim Raisi, Turkish President Recep Tayyip Erdogan, and Indian Prime Minister Narendra Modi, as well as UN Secretary-General António Guterres, has been announced.

Serbia will be represented at the BRICS summit by Deputy Prime Minister Aleksandar Vulin and ministers Bratislav Gašić, Adrijana Mesarović, and Nenad Popović.

The President of the Republic of Srpska, Milorad Dodik, will also be at the BRICS summit. The Kremlin announced on Monday that participants will discuss current issues on the global and regional agenda, the situation in the Middle East, and special attention will be paid to the possibility of expansion.

What will the BRICS leaders discuss?

Yuri Ushakov, an aide to the Russian president, announced that the BRICS leaders will discuss at the summit in Kazan a mechanism for granting the status of a BRICS partner state, which will be a phase in preparing those who want to become full members of the association. It has been announced that the BRICS leaders will discuss three main areas of cooperation that Russia, as the country presiding over the association this year, has set out – cooperation in the areas of politics and security, economy and finance, and cultural and humanitarian contacts. The results of the discussion are expected to be summarized in the summit declaration. On the last day of the summit, a meeting is planned in the “outreach” format of BRICS plus, which will be attended by representatives of almost 40 countries, including leaders of the Commonwealth of Independent States, delegations from many countries in Asia, Africa, the Middle East, and Latin America, as well as heads of executive bodies of a number of international organizations.

Putin’s bilateral meetings

The Kremlin also announced that Russian President Vladimir Putin will hold bilateral meetings with almost all the leaders participating in the summit. BRICS is an interstate association that was formed in 2006, and the founding countries are Brazil, Russia, India, China, and South Africa. The term BRICS was proposed in 2001 by economist Jim O’Neill from the investment bank Goldman Sachs to denote Brazil, Russia, India, and China – four of the world’s economies with the most dynamic GDP growth. In 2006, these four countries decided to unite as the BRICS group, and in 2010, South Africa joined, thus creating BRICS. The first BRICS summit was held in 2009 in Yekaterinburg, when a joint statement was adopted defining the association’s goals – developing pragmatic and transparent dialogue and cooperation between countries. The presidency of BRICS is held by a member state for a calendar year on a rotational basis, and since January 1st of this year, Russia has presided over BRICS.
