The contents of the Sky correspondence reviewed by Radar unequivocally confirm that the nicknames Oscar and \u010cvarak refer to Aleksandar Vu\u010di\u0107, who is now the Serbian Progressive Party (SNS) candidate to become Serbia\u2019s prime minister again. It is also noteworthy that members of the rival \u0160kaljari clan, according to Sky messages reviewed by Radar, also demonstrate close ties to the top name on the SNS list: \u201cOur good old \u017dvaljo. Kim Jong Un. Si di pi. He\u2019s definitely a psycho\u2026 But they\u2019ve really taken it to another level, buddy. The president himself is making the offer.\u201d All the messages reveal strategic ties and agreements that both criminal drug gangs had with the highest levels of the current government.<\/p>\n\n\n\n
A series of messages sent by convicted drug cartel boss Darko \u0160ari\u0107 while in custody at the Special Court, his brother Du\u0161ko \u0160ari\u0107, who is free, and their associates reveal that Vu\u010di\u0107 had the nicknames \u010cvarak and Oscar. On June 3, 2020, Darko \u0160ari\u0107 wrote to his close cousin \u017deljko Vujanovi\u0107, who was later finally convicted alongside him for smuggling nearly six tonnes of cocaine and was then under house arrest: \u201cAnd that Milan (according to unofficial information, this refers to Milan Radoi\u010di\u0107) is okay. But this Oscar has made it clear to everyone that he decides what happens with me. You\u2019ll hear from Milan. We call Vu\u010di\u0107 Oscar. In the previous issue of Radar, we published Sky communications between \u0160ari\u0107 and his closest associates, his brother Du\u0161ko \u0160ari\u0107 and Bojan Stanojkovi\u0107, revealing an agreement with \u010cvarak\u2014Vu\u010di\u0107\u2014on the terms of the drug boss\u2019s surrender. They also revealed that he had financed the ruling progressives and that the current top name on the SNS list had promised him: \u201cIf something slips through regarding the judges and the sentence, I give you my word that I\u2019ll correct it with some kind of pardon, even if it costs me.\u201d<\/p>\n\n\n\n
Meanwhile, \u017deljko Vujanovi\u0107 exchanged Sky messages with his maternal cousin Darko \u0160ari\u0107 and an unidentified person while under house arrest. A new criminal proceeding was launched against him in 2021 for violating the terms of his electronically monitored house arrest. Specifically, he was charged before the Higher Court in Kragujevac with bribing an official from the Ministry of Justice responsible for monitoring his house arrest. Vujanovi\u0107 was accused of paying Milo\u0161 Ili\u0107, from the Ministry of Justice\u2019s Directorate for the Execution of Criminal Sanctions, \u20ac200 in bribes, while the civil servant allegedly \u201cswitched off\u201d his electronic ankle monitor whenever necessary.<\/p>\n\n\n\n
Vujanovi\u0107 fully served his 13-year prison sentence for involvement in smuggling nearly six tonnes of cocaine on August 25, 2024. He was among the first arrested on October 15, 2009, when Uruguayan police officers and the US Drug Enforcement Administration (DEA), working with Serbia\u2019s Security Intelligence Agency (BIA), intercepted the luxury yacht Maui near the port of Santiago V\u00e1zquez, close to Montevideo, and seized 2,174 kilograms of cocaine. This marked the beginning of Operation Balkan Warrior. From October 15, 2009, Vujanovi\u0107 was held in prison custody until May 23, 2014, and from then until June 15, 2022, he was under electronically monitored house arrest. In this way, he served his sentence while in custody.<\/p>\n\n\n\n
Just as Darko \u0160ari\u0107 brought his relatives into the communications, \u010cvarak\u2019s closest family members were also involved: his brother Andrej Vu\u010di\u0107 and his adult son Danilo Vu\u010di\u0107. According to the Sky correspondence, Danilo Vu\u010di\u0107 met with Aleksandar Bo\u0161kovi\u0107, who was included alongside \u0160ari\u0107 in a new proceeding over an alleged attack on cooperating witness Neboj\u0161a Joksovi\u0107. A joint photograph in the Sky messages, which Bo\u0161kovi\u0107 sent to Darko \u0160ari\u0107 on July 9, 2020, also testifies to the meeting between Vu\u010di\u0107\u2019s son and \u0160ari\u0107\u2019s associate. Earlier that year, on January 26, Du\u0161ko \u0160ari\u0107 wrote to his brother Darko: \u201cLast night that young guy I told you about, the one from Oscar, called me and said your father thanked you. The Duke (Aleksandar Bo\u0161kovi\u0107) needs his wife to give birth, so he invited him to the celebration, and this young guy is really into that Chetnik, Serbian stuff. I connected him with the Duke, so he\u2019s going to visit the Duke in Valjevo.\u201d Du\u0161ko also wrote to his brother on May 25, 2020: \u201cNothing, he\u2019s coming later from Valjevo, and he wants to meet Oscar\u2019s son to give him these votes I collected.\u201d<\/p>\n\n\n\n
Aleksandar Bo\u0161kovi\u0107 was briefly arrested in April 2022, after the Sky communications reached Serbia and \u0160ari\u0107 was arrested and placed under house arrest. Proceedings were then initiated over the alleged discrediting of a cooperating witness. According to the indictment, Bo\u0161kovi\u0107, who had built a business empire in Valjevo, communicated with \u0160ari\u0107 while the latter was in custody and passed him information from the Ministry of Internal Affairs and the BIA. He met with Marko Parezanovi\u0107, a senior BIA official, and received information from other police officials who were also indicted: Danilo Stojanovi\u0107 (Athos), head of the Criminal Intelligence Service, and his deputy Milutin Radovanovi\u0107 (Portos). In the case concerning the alleged discrediting of the cooperating witness, \u0160ari\u0107 was sentenced at first instance to six years in prison, while Bo\u0161kovi\u0107 received a one-year sentence.<\/p>\n\n\n\n
On May 10, 2020, Du\u0161ko \u0160ari\u0107 wrote to his brother: \u201cAnd this guy from the BIA asked me through the Duke (Aleksandar Bo\u0161kovi\u0107\u2014author\u2019s note) to transfer 100 thousand down there and give it to one of their people. I took care of it for them, and he thanked me a lot.\u201d<\/p>\n\n\n\n
The Sky communications between the \u0160ari\u0107 brothers also indicate that Andrej Vu\u010di\u0107 was involved in contacts with the drug cartel. First, on February 27, 2020, Du\u0161ko \u0160ari\u0107 wrote to Darko: \u201cOkay, we\u2019re at the meeting now. Oscar\u2019s brother wants to meet with the Duke (Aleksandar Bo\u0161kovi\u0107\u2014author\u2019s note). The Duke knows everything, we\u2019ve been talking about you for eight months now. The Duke is a good negotiator. Ask Oroko, he\u2019ll get along well with these people and explain everything to him.\u201d Then, as Radar reported in its previous issue, on May 20, 2020, Du\u0161ko \u0160ari\u0107 wrote to his brother in prison: \u201cI\u2019ll hopefully meet Oscar\u2019s brother now; he wants to meet so I can give him these 2,000 votes. A man called me today and said he wants to meet.\u201d<\/p>\n\n\n\n
There is also previously unknown communication about money and Marko Parezanovi\u0107, then a senior BIA official. Intercepted Sky messages reportedly show that he maintained contact with the drug cartel, served as its link to Oscar, and was addressed as Marko, Markus or Markos. It is known that a meeting attended by the president of the Belgrade Court of Appeal and Du\u0161ko \u0160ari\u0107 took place in Parezanovi\u0107\u2019s office. Regarding the money, Du\u0161ko \u0160ari\u0107 first wrote to his brother on May 10, 2020: \u201cAnd this guy from the BIA asked me through the Duke (Aleksandar Bo\u0161kovi\u0107\u2014author\u2019s note) to transfer 100 thousand down there and give it to one of their people. I took care of it for them, and he thanked me a lot.\u201d Then, on May 20, 2020, Du\u0161ko wrote to Darko: \u201cI told you we transferred 100 thousand in cash to this guy from the BIA, to the main guy, Markus. He thanked you because they couldn\u2019t make the transfer during those two days, and they urgently needed it for those guys from Zeka.\u201d<\/p>\n\n\n\n
In addition to \u0160ari\u0107, who is accused alongside Veljko Belivuk of murdering four members of a rival clan in Greece, Vu\u010di\u0107 also maintained direct contacts with this organized criminal group, according to the \u0160kaljari clan\u2019s Sky correspondence. These transcripts of SKY ECC communications, reviewed by Radar, reveal how the authorities in Belgrade shifted from close ties with the Kava\u010d clan to rapprochement with its rival, the \u0160kaljari clan, following the arrest of Belivuk\u2019s group\u2014a subgroup of the Kava\u010d clan\u2014in February 2021. Just as Edo\u2014the former interior minister Neboj\u0161a Stefanovi\u0107\u2014was the contact for \u0160ari\u0107\u2019s group, his successor took over communications with the rival \u0160kaljari clan. We have learned that just days before Aleksandar Vulin, then interior minister, made his now-famous statement on March 6, 2021, advocating that merely possessing a Sky phone should be made a criminal offense, members of the \u0160kaljari clan were using the very same platform to discuss plans to come to Serbia, with Vulin\u2019s assistance.<\/p>\n\n\n\n
On February 24, 2021, Ba\u0107ovi\u0107 wrote: \u201cWe\u2019re going to squeeze them now and use everything we can\u2026 Bro, they need to give us a business. Legal, nothing else\u2026 We\u2019re not interested in dealing drugs in Belgrade. We want some kind of arrangement in a corridor. A small percentage. Buddy, we\u2019ll have Montenegro and Serbia now.\u201d<\/p>\n\n\n\n
Thus, on February 24, 2021, Nik\u0161i\u0107 native Radomir Ba\u0107ovi\u0107, a high-ranking member of the \u0160kaljari clan, wrote through the same platform to his godfather and close associate Alen Kurina, explaining how he had moved very close to the authorities in Belgrade and would soon relocate to Serbia after receiving guarantees directly from Aleksandar Vu\u010di\u0107.<\/p>\n\n\n\n
A trial is expected to begin soon at the Higher Court in Podgorica against Radomir Boban Ba\u0107ovi\u0107, who is on the run\u2014according to unofficial information, in Belgrade\u2014and who has been indicted by Montenegro\u2019s Special Prosecutor\u2019s Office for organizing a regional drug-trafficking network. If the Podgorica court\u2019s out-of-court panel approves the proposal to try Ba\u0107ovi\u0107 and his godfather Kurina, who is also on the run, in absentia, the proceedings could begin on November 17, 2026.<\/p>\n\n\n\n
Interestingly, according to information in this correspondence, the main logistical coordinator of the operation was then Interior Minister Aleksandar Vulin, while the contact person was Bojan Dimi\u0107, the current head of the BIA\u2019s First Directorate. Ba\u0107ovi\u0107 wrote to his friend that the authorities in Belgrade were seriously wary of Radoje Zvicer, giving them an opportunity to get closer to the government. On February 24, 2021, he told his godfather Kurina that he would ask for a legitimate business and for his criminal record to be cleared. He also sent a photograph of a message he had received showing that there were no active warrants for him, only a ban on entering Serbia.<\/p>\n\n\n\n

Ba\u0107ovi\u0107 then sent a photograph of the man who was waiting for him and who would serve as his contact. The photograph showed Bojan Dimi\u0107, the current head of the First Directorate of the Security Intelligence Agency, responsible for terrorism and organized crime. Following one of the BIA\u2019s reorganizations, a unified First Directorate was established to handle counterintelligence protection as well as the fight against terrorism and organized crime. Bojan Dimi\u0107, a trusted official, has headed it since its establishment. Originally from Pri\u0161tina, Kosovo, Dimi\u0107 has close personal ties with Zvonko Veselinovi\u0107 and Milan Radoi\u010di\u0107, both of whom are mentioned in these transcripts. He served as the BIA\u2019s \u201cenvoy\u201d at Red Star Belgrade.<\/p>\n\n\n\n
Completely elated that the negotiations were going so well, Ba\u0107ovi\u0107 continued: \u201cBrother, there have been offers like this before and there will be more, but they\u2019ve really taken it to another level, buddy. The final messages in this exchange were sent on March 4 and 5, just days before Vulin made his somewhat panicked proposal that merely possessing a Sky phone should be classified as a criminal offense. While the police forces of Belgium and France used the breach of the Sky communications platform to arrest hundreds of criminals, the then interior minister\u2019s call served as a warning that everyone should get rid of such phones immediately.<\/p>\n\n\n\n
Overjoyed with the agreement he had reached, Ba\u0107ovi\u0107 wrote: \u201cVu\u0107ko is our brother now. Andrej is the main man, buddy. I just need to sit down with the brother a few times. Such a system of agreements, extending across state institutions, suggests that the country has been governed by a political wing of the mafia. This also explains why the current authorities are fighting with every means at their disposal to avoid losing the elections.<\/p>\n\n\n\n
