Namely, according to data from the Business Registers Agency, this company, which officials and members of the ruling Serbian Progressive Party boast about at every given opportunity, owes the City of Belgrade about 165.7 million euros, and in just four years, the debt has grown by more than 2,500 times.<\/em><\/strong><\/p>\n\n\n\n<p>In this recently published financial report of the company Belgrade on Water for the year 2025, it is stated that in the previous year, they achieved record operating revenues in the amount of 53.89 billion dinars or about 460 million euros, while in 2024 it was 43.499 billion, or about 370 million euros, and in 2023 it amounted to about 32 billion dinars or slightly more than 270 million euros.<\/p>\n\n\n\n<p>Although it is stated that they have settled all debts so far, they owe the City of Belgrade, according to the report published on the APR, 19,387,825,000 billion dinars or about 165.7 million euros. This is a debt that Belgrade on Water has toward the City for the calculated contribution for the development of construction land, as stated in the notes of the financial report for the year 2025.<\/p>\n\n\n\n<p>&#8220;During 2025, Belgrade on Water paid the state 33 million euros, which is approximately one-third of the total profit, in accordance with the ownership share that Serbia has in it. The Republic of Serbia earned an additional five billion dinars based on various taxes, fees, and charges. Operating revenues in the past year amounted to 56 billion dinars, which means that a record number of apartments were sold. For such a business model to survive, &#8216;Belgrade on Water&#8217; must continue to expand, which is the first thing that causes anxiety, from the aspect of urbanism and planning the city as a whole, as well as setting the boundaries between public and business interests,&#8221; explains Nikola Jovanovi\u0107, director of the Center for Local Self-Government, for Nova.rs.<\/p>\n\n\n\n<p>What, according to his words, attracts attention from this financial report and opens many questions is precisely that long-term obligation of 19.49 billion dinars.<\/p>\n\n\n\n<p>&#8220;Here we must understand what was contracted during the founding of this company: Belgrade on Water will not pay the contribution for equipping construction land in cash, but in kind: through the construction of communal infrastructure and the restoration of public infrastructure. According to the cross-section from the previous year, the amount invested is 15.7 billion, so the difference is slightly below four billion, which should be investigated, but can be explained in several ways. The key question is whether it should have been contracted for this fee to be paid directly into the Belgrade budget or like this through works,&#8221; Jovanovi\u0107 emphasizes.<\/p>\n\n\n\n<p>Otherwise, Belgrade on Water&#8217;s debt to the City has increased compared to last year, when it amounted to 17.7 billion dinars or 150 million euros. At this moment, that debt is larger because Sava Square, which Belgrade on Water is doing, has not been handed over. As each public-purpose facility is handed over, that debt is subtracted and in the end we will reach zero,&#8221; Vesi\u0107 stated back in 2021.<\/p>\n\n\n\n<p>Although the debt was drastically reduced at the end of 2021, it was never fully paid off and amounted to 6.96 million dinars or only 60,000 euros. However, it rose again just a year later, when Belgrade on Water owed 7.55 billion dinars or 64.5 million euros for the development of construction land, while at the end of 2023 that obligation doubled to 14.77 billion dinars or about 126 million euros, and then in 2024 it rose by another 24 million euros. In just three years, from 2021 to 2024, the debt of Belgrade on Water, Radar writes, increased as much as 2,500 times, from 60,000 to 150 million euros.<\/p>\n\n\n\n<p>Considering the delay in debt repayment, it is obvious that the authorities tacitly tolerate them.<\/p>\n\n\n\n<p>Otherwise, Mohamed Alabbar, the owner of the company Eagle Hills from Abu Dhabi, which has a majority, two-thirds stake in Belgrade on Water, said last year in an interview for Podgorica&#8217;s TV Vijesti that he allegedly does not know how much money the state of Serbia earned from the project, the realization of which began 12 years ago when the joint company was founded.<\/p>\n\n\n\n<p>As a reminder, the company Belgrade on Water d.o.o. was founded in 2014; Eagle Hills Waterfront Investment from the United Arab Emirates has a majority stake of 67 percent in it, and the Republic of Serbia has 33 percent.
