The Balkan Investigative Reporting Network of Serbia (BIRN) reported today that it has identified and located Mom\u010dilo Gaji\u0107, known as \u201cPop,\u201d in Moscow, allegedly a fugitive leader of a Serbian group that attempted to provoke incidents in order to incite hatred and social tensions in Paris and Berlin on orders from the Kremlin.<\/p>\n\n\n\n
According to BIRN, Gaji\u0107 was photographed inside the Serbian Orthodox Church in central Moscow during a liturgy for St. Sava on January 27, 2026.<\/p>\n\n\n\n
Court rulings obtained by BIRN state that Gaji\u0107 and an unidentified person under the code name \u201cHunter\u201d \u201creceived orders, instructions, and financial resources from the intelligence service of the Russian Federation.\u201d<\/p>\n\n\n\n
The two are suspected of assembling a group of at least 13 people, mostly men, who traveled to Paris and Berlin last spring and autumn. There, they allegedly carried out four operations aimed at destabilizing France and Germany by inciting religious and ethnic hatred.<\/p>\n\n\n\n
In September last year, Serbian police arrested 11 members of the group\u2014all except Gaji\u0107 and \u201cHunter.\u201d Previously, three members of the group had been arrested in France.<\/p>\n\n\n\n
It is unclear when or how Gaji\u0107 left the country, or whether a warrant has been issued for him, and BIRN was unable to reach him using phone numbers known to the newsroom.<\/p>\n\n\n\n
Court rulings against three convicted operatives who entered plea agreements, first published by Radio Free Europe, reveal that the group\u2019s first operation was organized in Paris in April 2025, ahead of the Armenian Genocide Remembrance Day.<\/p>\n\n\n\n
According to the rulings, Gaji\u0107 recruited one of the alleged participants\u2014Bogdan \u0110inovi\u0107\u2014to assemble the team, provided funds for all travel expenses, and paid 500 euros to each participant.<\/p>\n\n\n\n
A month later, Gaji\u0107 provided funds for another trip to Paris. This time, the group was tasked with pouring green paint over Jewish religious sites, the Holocaust Museum, and Jewish restaurants.<\/p>\n\n\n\n
In July, the group\u2019s activities were moved to Berlin, where, according to the rulings, Gaji\u0107 hired the group to place five plastic skeletons embedded in concrete inside plastic buckets with messages in German reading: \u201cStill waiting for my pension. Thank you, Merz.\u201d The skeletons were placed in front of the Brandenburg Gate, near the Memorial to the Murdered Jews of Europe. The group again took photographs and sent them to Gaji\u0107. This time, he was with them in Berlin, supervising the operation from a car parked nearby. The payment was again 1,000 euros.<\/p>\n\n\n\n
