For a month now, Montenegro has been shaken by the \u201cexplicit footage\u201d affair, allegedly involving now former state officials Dejan Vuk\u0161i\u0107 and Mirjana Pajkovi\u0107.<\/p>\n\n\n\n
Both submitted their resignations after intimate content went viral, accompanied by numerous mutual accusations, criminal complaints, and even threats made from a landline phone in the office of the President of Montenegro, Jakov Milatovi\u0107.<\/p>\n\n\n\n
Vuk\u0161i\u0107 is the former director of the National Security Agency (ANB) and a former adviser to President Milatovi\u0107, and he resigned from his post at the ANB at the end of last year after Pajkovi\u0107 filed criminal complaints against him.<\/p>\n\n\n\n
On the other hand, Pajkovi\u0107 submitted her resignation on Friday from the position of State Secretary at the Ministry of Human and Minority Rights after recordings containing explicit sexual content spread in public.<\/p>\n\n\n\n
Both cited \u201cpersonal reasons\u201d for their resignations<\/p>\n\n\n\n
Interestingly, both explained their resignations by citing personal reasons. In a statement, Vuk\u0161i\u0107 denied any involvement in the appearance of explicit recordings on the internet.<\/p>\n\n\n\n
\u201cI reject all inaccurate, incomplete, and tendentious allegations by which, without evidence, responsibility is being attributed to me for the violation of M. P.\u2019s privacy and the distribution of the disputed recordings. I saw that content for the first time only when it began to circulate illegally on social networks,\u201d Vuk\u0161i\u0107 stated.<\/p>\n\n\n\n
Vuk\u0161i\u0107 claims that Pajkovi\u0107 \u201cmisappropriated\u201d his mobile phone in October 2024<\/p>\n\n\n\n
As he stated, in October 2024 Pajkovi\u0107 \u201cunlawfully misappropriated my mobile phone, which was subsequently abused,\u201d thereby \u201cgrossly violating my privacy.\u201d<\/p>\n\n\n\n
Vuk\u0161i\u0107 claims that this led to the disputed audio recording in which his voice can be heard threatening Mirjana Pajkovi\u0107, allegedly from a landline phone in the office of the President of Montenegro.<\/p>\n\n\n\n
\u201cCompetent authorities possess information about that event. The words I addressed to M. P. on that occasion, which were selectively published with a time delay of one year and three months, were an immediate reaction to the theft and abuse of my phone,\u201d Vuk\u0161i\u0107 stated, among other things, adding that there is a conscious \u201cattempt to substitute theses\u201d in which he, \u201cas the injured party,\u201d is being \u201cpresented as the perpetrator of a criminal offense.\u201d<\/p>\n\n\n\n
\u201cIn March 2025, I received a disturbing message\u201d<\/p>\n\n\n\n
As he says, in March 2025, from an unknown number, he received \u201cdisturbing messages\u201d containing the mentioned audio recording with his voice, along with a clear threat and an attempt at blackmail to \u201cwithdraw from the candidacy for a judge of the Constitutional Court,\u201d which, as he said, he understood as a message that the audio recording would be published if he did not follow the \u201cinstructions.\u201d<\/p>\n\n\n\n
\u201cI believe that M. P., in this way, directly or indirectly, alone or through persons to whom she enabled access to the content from her phone, attempted to exert undue influence on the process of electing a judge of the Constitutional Court. On that occasion, I filed a report with the Police Directorate against M. P. and unknown persons for attempted extortion, theft, and abuse of a phone, after which M. P. was questioned,\u201d Vuk\u0161i\u0107 said.<\/p>\n\n\n\n
He added that afterward Pajkovi\u0107 \u201ccontacted him by phone,\u201d stating that he needed to \u201cdo something for her,\u201d that is, to \u201credeem himself,\u201d which he sees as an attempt to put his influence \u201cinto the function of her nomination for the position of Ombudsman and another attempt at blackmail.\u201d As he says, he refused that meeting.<\/p>\n\n\n\n
At the end of December, Pajkovi\u0107 filed criminal complaints against Vuk\u0161i\u0107<\/p>\n\n\n\n
Vuk\u0161i\u0107 added that at the end of December 2025, M. P. filed a complaint against him, submitting the same audio recording and \u201ccreating a false impression that it was a recent event, concealing the fact that the event occurred more than a year earlier and that she had already been questioned regarding the same audio recording for attempted extortion.\u201d<\/p>\n\n\n\n
\u201cIn January 2026, I submitted additional material evidence to the Police Directorate, then filed a complaint against M. P. for false reporting related to the distribution of disputed photographs and video recordings on social networks, and insisted on polygraph testing,\u201d Vuk\u0161i\u0107 said, among other things.<\/p>\n\n\n\n
Complaint also announced against an MP in the Parliament of Montenegro<\/p>\n\n\n\n
He announced that, \u201cin order to protect personal integrity and the safety of his family,\u201d he would file complaints and initiate proceedings against all persons who, as he says, falsely accused him via social networks, issued threats, insults, and calls for lynching.<\/p>\n\n\n\n
He added that he would also file a complaint against a \u201cmember of the Parliament of Montenegro\u201d who publicly labeled him a \u201cviolent person.\u201d<\/p>\n\n\n\n
\u201cThe truth in this case will not be established on social networks or in the media, but exclusively before the competent institutions. I am ready for such an outcome and insist on it,\u201d Vuk\u0161i\u0107 concluded.<\/p>\n\n\n\n
Pajkovi\u0107 filed three criminal complaints before resigning<\/p>\n\n\n\n
Before submitting her resignation, Pajkovi\u0107 filed three criminal complaints with the police for the unauthorized distribution of explicit content\u2014a photograph featuring her.<\/p>\n\n\n\n
According to the complaint, she suspects that the former director of the National Security Agency (ANB), Dejan Vuk\u0161i\u0107, aware of the illegality, attempted to use information he obtained by virtue of the position he held, that he threatened with such material, and that he indirectly spoke about the existence of compromising material in one television show.<\/p>\n\n\n\n
She released a recording of Vuk\u0161i\u0107 allegedly threatening her<\/p>\n\n\n\n
In one of the audio recordings that Pajkovi\u0107 publicly released, Vuk\u0161i\u0107 can allegedly be heard threatening that \u201cthe whole of Montenegro will see\u201d compromising photographs and recordings of the former public official.<\/p>\n\n\n\n
\u201cThe Agency lawfully performs tasks within its jurisdiction and fully respects constitutionally guaranteed rights. Private correspondence and content that are the subject of comments are not of interest to the Agency and, as such, cannot be linked to the ANB,\u201d the Agency stated.<\/p>\n\n\n\n
It is not known whether this case will receive a judicial epilogue, as the Prosecutor\u2019s Office has not yet commented on the matter.<\/p>\n\n\n\n
Penalty for revenge pornography up to five years in prison<\/p>\n\n\n\n
According to the Criminal Code of Montenegro, any misuse of another person\u2019s recording, photograph, portrait, audio recording, or sexually explicit content can be punished by up to five years in prison, and if the criminal offense is committed against a child, the perpetrator may be sentenced to between two and ten years in prison.<\/p>\n\n\n\n
This concerns so-called revenge pornography, as it is colloquially referred to in practice and in the public sphere, that is, a criminal offense that was relatively recently included in the Criminal Code of Montenegro.<\/p>\n\n\n\n
