Shortly before midnight, lawmakers of the ruling majority at a special session of the National Assembly of Republika Srpska (RS) elected a new entity government, headed by Savo Mini\u0107 from the Alliance of Independent Social Democrats (SNSD).<\/p>\n\n\n\n
The vote was attended by 51 lawmakers, out of a total of 83 members of the National Assembly, and 49 lawmakers voted for the election of the new Government of RS.<\/p>\n\n\n\n
Lawmakers of opposition parties did not vote.<\/p>\n\n\n\n
The new Government of RS includes five new ministers.<\/p>\n\n\n\n
The portfolio of labor and veterans\u2019 and disability protection will be headed by the president of the Veterans\u2019 Organization of RS (BORS), Radan Ostoji\u0107, instead of the previous minister Danijel Ergi\u0107.<\/p>\n\n\n\n
Instead of Sini\u0161a Karan, the position of minister of scientific and technological development and higher education will be taken by Draga Mastilovi\u0107, former dean of the Faculty of Philosophy in East Sarajevo.<\/p>\n\n\n\n
In place of Vojin Mitrovi\u0107, the former minister of economy and entrepreneurship, businessman Radenko Bubi\u0107 from Kotor Varo\u0161 has been appointed.<\/p>\n\n\n\n
The Ministry of Family, Youth and Sports was taken over by Irena Ignjatovi\u0107, a teacher from Doboj, instead of Selma \u010cabri\u0107, while instead of Denis \u0160uli\u0107, the Ministry of Trade and Tourism will be headed by entrepreneur Ned Puhovac.<\/p>\n\n\n\n
During the debate, opposition lawmakers accused the ruling coalition in RS of adventurism that could inflict additional damage on RS.<\/p>\n\n\n\n
They stated that the Constitution of RS does not recognize the function of acting president of RS, warning that the Constitutional Court of Bosnia and Herzegovina could also challenge Mini\u0107\u2019s new mandate to form a new government, which was granted to him by the acting president of RS, Ana Tri\u0161i\u0107 Babi\u0107.<\/p>\n\n\n\n
They also emphasized that the ruling coalition knew that Dodik could not appoint Mini\u0107 as prime minister-designate, because his presidential mandate had already been revoked, and that the Constitutional Court of Bosnia and Herzegovina could overturn all acts adopted by the Government of RS during Mini\u0107\u2019s first mandate since September 2 of last year, including the RS budget.<\/p>\n\n\n\n
The parliamentary group of the National Front (NF) requested the adoption of a conclusion calling for the annulment of all legal acts since September 2 of last year, when the first Government of RS headed by Mini\u0107 was elected.<\/p>\n\n\n\n
SNSD assessed this NF request as an attempt by the opposition to undermine RS, and prime minister-designate Mini\u0107 said that the opposition, with its demand to annul the acts adopted by the Government since September last year until now, \u201cwants to cause absolute chaos and undermine everything in Republika Srpska.\u201d<\/p>\n\n\n\n
Previously, lawmakers of the National Assembly of RS adopted Mini\u0107\u2019s resignation from the position of Prime Minister of RS, which caused the entire Government of RS to \u201cfall,\u201d after which a new special session was held at which a new entity government was elected, headed by Savo Mini\u0107.<\/p>\n\n\n\n
Mini\u0107 submitted his resignation from the position of Prime Minister of RS on January 15, stating that on the same day the acting president of RS, Ana Tri\u0161i\u0107 Babi\u0107, again proposed him as prime minister-designate for the formation of a new entity government.<\/p>\n\n\n\n
His move came several days before the session of the Constitutional Court of Bosnia and Herzegovina, announced for January 22, which is to rule on the appeal of a group of Bosniak lawmakers in the Parliament of Bosnia and Herzegovina, who stated that the election of Mini\u0107 as prime minister-designate for the formation of the new Government of RS was not legal, because he was proposed for that position by the leader of SNSD, Milorad Dodik, whose mandate as president of RS had previously been revoked by the Central Election Commission of Bosnia and Herzegovina (CIK), based on a verdict of the Court of Bosnia and Herzegovina, by which he was sentenced to one year in prison and six years of prohibition from holding public office.<\/p>\n\n\n\n
According to the Constitution of RS, the prime minister-designate for the formation of the Government of RS can be appointed only by the president of RS.<\/p>\n\n\n\n
