The Protector of Citizens, Zoran Pa\u0161ali\u0107, announced that a bill on the prohibition of mobile phone use in primary and secondary schools will be submitted to the National Assembly of Serbia at the beginning of 2026.<\/em><\/strong><\/p>\n\n\n\n

As he explained, the proposal implies that students put away their mobile phones upon entering the school, which they could retrieve only after the end of classes. According to this model, phones would not be used even during breaks, except in special cases when a mobile device is necessary due to the student’s health condition, with appropriate medical documentation.<\/p>\n\n\n\n

In all other situations, Pa\u0161ali\u0107 emphasizes, teachers would be in charge of communicating with parents, if there is a need for it, which, as he points out, is their legal obligation. The proposed rules would apply equally to primary and secondary schools.<\/p>\n\n\n\n

According to him, the bill has significant public support, but it also draws criticism, which most often comes precisely from those to whom the ban applies \u2013 students. Therefore, the Panel of Young Advisors, which consists of high school and primary school students, will submit their comments and suggestions on the proposed solutions by the end of this week.<\/p>\n\n\n\n

After that process, the Protector of Citizens plans to submit the legal proposal to the National Assembly of Serbia no later than the beginning of next year, while the dynamics of its consideration will depend on the parliamentary procedure.<\/p>\n\n\n\n
