The monument was erected in 2013 without the approval of the Ministry of Culture and Media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The action was taken on the order of the inspector for cultural goods, who on Tuesday, August 12, issued a decision giving the local administration a three-day deadline to dismantle the monument. Sources emphasize that a full review of the actions of all relevant authorities in this case must be conducted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jusuf \u010celi\u0107 was the commander of a &#8220;vulnetar&#8221; company, a militia formation composed of Albanians from the areas of Plav, Gusinje, and Albania. According to some historians, this paramilitary unit, formed under the auspices of fascist Italy in World War II, is linked to crimes against the Orthodox population.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the other hand, the president of the National Council of Albanians, <strong>Faik Nika<\/strong>, announced that \u010celi\u0107 &#8220;was not a collaborator of the occupiers,&#8221; but, as he states, a respected fighter for the freedom of his people and the locals in Plav and Gusinje.
