Ukrainian President Volodymyr Zelensky has signed an agreement with the Council of Europe on the establishment of a Special Tribunal to prosecute and try those responsible for the “crime of aggression against Ukraine.”<\/em><\/strong><\/p>\n\n\n\n

Council of Europe Secretary General Alain Berset stated that this historic signing serves as a reminder that international law must apply to everyone \u2013 without exceptions and without double standards, according to a statement from the Council of Europe.<\/p>\n\n\n\n

Zelensky said that every war criminal must know that justice will be served, and this includes Russia, emphasizing that justice takes time, but he believes it will be achieved.<\/p>\n\n\n\n

The Agreement states that the creation of the Special Tribunal is “the most appropriate solution for establishing the criminal responsibility of those individuals who bear the greatest responsibility for the crime of aggression against Ukraine, and for avoiding duplication of criminal proceedings at the national level against the same persons.”<\/p>\n\n\n\n

The crime of aggression refers to the decision to use armed force against another state, in contravention of the United Nations Charter, the statement noted.<\/p>\n\n\n\n
