Washington on Tuesday announced an agreement with Caracas to gain access to Venezuelan crude oil worth up to two billion dollars, a sign that officials of the Venezuelan government are responding to U.S. President Donald Trump’s demand to open the country to American oil companies, or risk greater military intervention.
