The Government of the Republic of Serbia has adopted a Decision declaring November 1, 2025, a Day of Mourning on the anniversary of the deaths and suffering of 16 citizens caused by the collapse of the canopy at the Railway Station in Novi Sad, it was announced.
“The Law on the Commemoration of Days of Mourning in the Territory of the Republic of Serbia regulates the conditions and manner of marking days of mourning on the territory of the Republic of Serbia, the obligations of state bodies and organizations, bodies of territorial autonomy and local self-government, public institutions and public enterprises established by them, organizations entrusted by law with the performance of state administration or administrative powers, the obligations of other legal and natural persons, as well as sanctions for non-compliance with the established obligations regarding the commemoration of the day of mourning,” the statement said.
It is added that the Day of Mourning begins at 00:00 hours on the day designated for mourning and ends at 24:00 hours on the day designated as the last day of mourning.
The methods of marking the Day of Mourning include lowering the flag to half-mast, which means that bodies and organizations, as well as other legal entities that display the flag, are obliged to lower the flag of the Republic of Serbia to half the height of the mast or pole during the day of mourning, with appropriate night illumination, the statement reads.
Media coverage and remembrance imply that broadcasting organizations informing the public in the territory of the Republic of Serbia are obliged, on the day the day of mourning is declared, to: broadcast the decision on the proclamation of the day of mourning and the program of its observance issued by the competent authority of Serbia or the body it designates; inform the public about remembrance gatherings organized on that occasion by competent state bodies or institutions designated by them; instead of comedy, entertainment, folklore, and other programs featuring popular or folk music, broadcast music and programs appropriate to the day of mourning, and adjust their detailed program schedule accordingly, the announcement states.

Newspaper publishing organizations issuing daily papers are obliged, on the day of mourning, to print their editions in black and to publish the decision on the declaration of the day of mourning and its commemoration on the front page, it is added.
Museums, theaters, cinemas, organizations with music or stage programs, archives, and other cultural institutions are required to adapt their programs to the day of mourning.
The Day of Mourning in sports halls, stadiums, and playgrounds is marked by lowering the flag of the Republic of Serbia and sports club flags to half-mast or half-staff, and in the case of international sports events, also lowering the flags of international sports organizations to half-mast or half-staff, the government stated.
In the case described in paragraph 1 of this article, before the beginning of a sports event, the referee shall blow the whistle to mark the start and end of a minute of silence and deliver appropriate messages to honor those who lost their lives in the tragedy that prompted the declaration of the day of mourning.
During the Day of Mourning, it is forbidden to broadcast folk and entertainment music or to hold entertainment programs in public places, the government said in its statement.
