After an infamous record at the end of 2023, “worth” more than five million euros, Serbia once again found itself near the very top of the European cargo theft rankings as 2025 draws to a close, according to the latest report by the Transported Asset Protection Association – TAPA EMEA.
On the list of the “most expensive” thefts reported in November 2025 to the TIS (TAPA EMEA Intelligence System), one incident from Serbia ranked second – the theft of a cash-in-transit vehicle in Raška, which was also reported by Serbian media, writes Pluton Logistics, as carried by eKapija.
TAPA, of course, does not publicly disclose all details of the thefts reported by its members. For this incident, in its monthly Cargo Crime Monitor report, it stated only “that it occurred on November 17 in Raška, that masked attackers armed with firearms intercepted a vehicle transporting money, forced two security guards to leave the vehicle, and fled with around two million euros.”

This case was singled out as one of the most serious recorded cargo crimes in the Europe, Middle East, and Africa region during November, a month in which TAPA’s information service (TIS) recorded a total of 570 new criminal offenses related to cargo theft.
Topping the list for this period is France, where on November 22 perfumes worth as much as 2.48 million euros were stolen from a warehouse.
The case from Italy ranks third, following a sophisticated attack on a pharmaceutical warehouse in Santa Maria Capua Vetere, where the perpetrators bypassed video surveillance and made off with medicines valued at around two million euros.
Fourth place is held by the United Kingdom, where four suspects were arrested in Oxford after an attack on a vehicle from which cash and luxury watches worth 1.55 million euros were stolen.
Fifth on the list is a case from Russia, where an employee of a logistics company in Moscow was arrested for embezzling cash totaling nearly 1.46 million euros.
