Vladimir and Miljana Kecmanović, the parents of the minor who opened fire at the “Vladislav Ribnikar” Elementary School, have been sentenced to 14 and a half years and three years in prison, respectively. While the boy’s father remains behind bars, his mother will stay at home until the verdict becomes final and she begins serving her sentence. Meanwhile, the boy, who committed the mass murder almost a year and seven months ago, remains in a children’s psychiatric institution and has had no communication with his parents since October of last year.

The boy, who committed the mass murder at the age of 13, is not criminally responsible due to his age, meaning he could not be tried in court. Since committing the crime, he has been placed in a psychiatric institution where his condition is being monitored. Throughout the criminal and civil court proceedings, his mental state and accountability at the time of the crime have been repeatedly examined.

Patients in the psychiatric ward remain there as long as they require treatment, and it cannot be definitively stated whether the minor offender will stay in the institution for life or if he will eventually be released. He can only be held in the psychiatric facility as long as reasons for his confinement exist.

In the meantime, the boy, who devastated ten families, has also lost contact with his parents. His father, currently in custody, cannot contact him, and his mother, still at liberty, was subjected to a court order in October last year prohibiting her from approaching, communicating with, or meeting her son. This decision was made because the boy, in addition to being a witness during the proceedings, was granted the status of a victim, as his parents were accused—and now, in a first-instance ruling, convicted—of child abuse and neglect.
