Prof. Dr. Vladimir Dugalić, a well-known Serbian surgeon at the First Surgical Clinic, who was removed from his position as Head of Department at the end of last year, was handed a dismissal by the management of the University Clinical Center of Serbia following a Belgrade court decision for his reinstatement.
In a statement from his legal team, which we have reviewed, it is stated:
“As of today, Prof. Dr. Vladimir Dugalić is no longer a surgeon at the First Surgical Clinic. This was decided by the management of the Clinical Center of Serbia, headed by Prof. Dr. Jelena Drulović.
By failing to execute a final court decision that annulled the dismissal of Dr. Dugalić from the position of Head of the II Department, they opted to terminate the Employment Contract, finding an excuse in the alleged failure to sign a new illegal Annex with inaccurate content.
This has created conditions for Professor Dugalić to seek the protection of his rights not only before labor law judicial institutions and the competent labor inspection, but also before criminal law institutions.
The Prosecutor’s Office for Organized Crime is responsible for serious violations of the rights of others by persons appointed by the Government of Serbia,” the statement says.
The dismissal was signed by the Director of the Clinical Center of Serbia, Prof. Dr. Jelena Drulović.

As a reminder, the Head of Department at the First Surgical Clinic of the UKC, Prof. Dr. Vladimir Dugalić, the greatest expert on liver surgery in our country, who had previously publicly criticized Minister of Health Zlatibor Lončar and earlier supported the students, was removed from the Second Department of Hepatobiliary-Pancreatic Surgery of the First Surgical Clinic of the UKCS. At that time, he received an “Offer for amendment of contractual working conditions,” which provided for his reassignment to the Eighth Department of Gastrointestinal Surgery.
Following his removal, Prof. Dugalić sued the management of the Clinic, and at the end of September this year, the First Basic Court in Belgrade annulled the annex to the contract by which Dr. Vladimir Dugalić was removed from the position of Head at the First Surgical Clinic as illegal, as stated at the time by lawyer Mila Tomanović.
“The result of such a decision will be the return of Dr. Dugalić to the position of Head, upon the finality of the verdict. The existence of judges who place the law above petty political power games and thus protect the legal security of all citizens of Serbia is encouraging,” the statement said.
Commenting on the verdict, Dr. Dugalić said that after everything, he was overjoyed to be returning to his team and his patients. However, instead of being reinstated to his workplace and his patients, Dugalić was handed a dismissal yesterday.
