Republicans in the U.S. Senate rejected a war powers resolution that would have limited President Donald Trump’s ability to conduct further attacks on Venezuela, after the White House pressured several Republican senators who had initially supported the measure.

Republican Senators Josh Hawley of Missouri and Todd Young of Indiana reversed their positions yesterday, having originally voted in favor of the resolution, CBS News reports.

U.S. Vice President Mike Pence had to intervene to break a 50-50 tie. Republicans used a procedural maneuver to block the resolution, arguing that it should no longer have “priority” status, which gives it precedence on the Senate floor, since the U.S. is not currently engaged in “war activities” against Venezuela.

Senate Majority Leader John Thune of South Dakota presented this argument during a floor statement.

“Today we are voting on a resolution that directs the withdrawal of U.S. forces from conflicts in or against Venezuela, even though the United States is not currently engaged in war activities there. We have no troops on the ground in Venezuela. We are not conducting military operations there at this time,” he said.

Last week, senators passed a resolution proposed by Democrat Tim Kaine of Virginia after the U.S. detained Venezuelan President Nicolás Maduro and his wife Cilia Flores, while Trump claimed the U.S. now controlled the country.

Five Republican senators joined all Democrats in supporting the resolution, allowing it to pass after two previous unsuccessful attempts in the Senate to limit Trump’s military actions in the region.

The Republicans who voted with Democrats were Hawley, Young, Lisa Murkowski of Alaska, Susan Collins of Maine, and Rand Paul of Kentucky. Last week, Trump criticized the Republicans, saying they “should never be elected to office again.”

He again criticized them on Tuesday during a speech at the Detroit Economic Club, calling them “real losers.”

Some senators said they received calls from Trump and U.S. Secretary of State Mark Rubio before yesterday’s vote.
